Minor Subdivision, SUP, and Site Plan Review; Silver Lake Smile <br />Planning Commission Report; 8-21-18 <br /> <br /> <br />Page 11 <br />(cont.)  IF the owner seeks to rent out the tenant space to another user, they must first <br />consult with the City on the proposed use so we can determine if minimum parking <br />standards are met. <br /> Per the computing requirements in Section 11-030(1) of the zoning code, the <br />applicant is required to provide a minimum of 14 parking spaces for the dental <br />clinic. <br />[(3168 sq ft * 1) – 316.8 sq ft] / 200 = 14.25 = 14 required spaces <br />The site plan proposes 14 total parking spaces: 12 standard parking stalls <br />[currently shown at approximately 9’ x 18’ in accordance with Section 11-020(7)], <br />and two handicapped stalls with accessible aisles. <br /> An additional seven (7) shared parking spaces have been negotiated with The <br />Garage property. These spaces will be used by the dental clinic employees. <br /> Proposed striping will meet the City’s minimum 4” wide requirement. <br /> A minimum of 38 stalls are required for The Garage per the staff report for that <br />SUP, and 66 stalls were being provided on site. Subdivision of the land and <br />construction of the dental office will result in 40 spaces remaining on The Garage <br />land which is still conforming to code requirements. <br /> <br />Sidewalks & <br />Trails: <br /> There is already a sidewalk along Palmer Drive in front of the subject property. <br />No enhancements or changes are warranted. <br /> The proposed mid-street crosswalk will not be permitted and must be removed. <br />Pedestrians are encouraged to use crosswalk at traffic light <br /> <br />Development <br />Phasing: <br /> Projected start in October 2018 <br /> Opening in spring (March 2019) <br /> <br /> <br />Special Use Permit Review <br />In General:  The need for a Special Use Permit is triggered by the location of the proposed <br />building within 30 feet of Palmer Drive. The use itself, professional dental office, <br />is a permitted use. <br /> Section 5-630 of the zoning code allows parking in the Palmer Drive Overlay <br />district to be as close as 15’ to Palmer Drive as a permitted use, so an SUP for <br />parking is unnecessary. <br />
