Public Hearing <br />(A) SPECIAL USE PERMIT: A request from Joel and Karen Werronen to replace an existing two car <br />garage with a three-car garage in excess of 624 SF at 875 3rd Avenue NW – PID: 29-30-23-11- <br />0009. <br />City Planner Gozola reported Joel and Karen Werronen are seeking the City’s approval to remove an <br />existing legal nonconforming two-car garage from the property and replace it with a new three-car <br />garage. The new garage will be 780 square feet in size. All detached accessory structure in residential <br />districts in excess of 624 square feet must be approved via special use permit. Staff has reviewed the <br />proposed improvement in relation to the standard SUP criteria and the three additional criteria for this <br />type of request, and recommends approval with the following conditions: <br />1. The Special Use Permit shall authorize the location and size of garage as shown on the Certificate <br />of Survey for 875 3rd Avenue NW dated 7/31/18; any changes to the location or size of the <br />garage shall require an amendment to this permit. <br />2. Roof and exterior color and material(s) must be consistent and complimentary with the principal <br />structure. <br />3. No commercial or home occupation activity shall be conducted within the detached garage. <br />4. Final building plans must show the resulting drainage will not adversely impact neighboring <br />properties. <br />5. Failure to adhere to conditions of approval shall be grounds for revocation of the special use <br />permit by the City Council. <br />Commissioner Frush noted a typo on Page 3 and requested staff correct this. She asked if additional <br />landscaping should be requested. City Planner Gozola reviewed an aerial of the property and noted <br />there would be very little impact on adjacent properties over existing conditions. For this reason, <br />additional landscaping was not being recommended. <br />Chairperson Nichols-Matkaiti opened the Public Hearing at 7:15 p.m. <br />Commissioner Fynewever asked if the applicant had reviewed the drainage plans from staff. Joel <br />Werronen, 875 3rd Avenue NW, reported he would speak with staff regarding this matter. <br />Motion by Commissioner Frush, seconded by Commissioner Biedenfeld to close the Public Hearing. <br />Approved 5-0. <br />Chairperson Nichols-Matkaiti closed the Public Hearing at 7:16 p.m.
