Special Use Permit – Bel Air Elementary <br />Planning Commission Report; 12-18-18 <br /> <br /> <br />Page 6 <br />Building <br />Height: <br /> The proposed building is relatively unchanged with the proposed additions largely <br />matching the existing height of the current structure. As maximum heights can be <br />2.5 stories or 30 feet, we find the proposed plans are conforming. <br /> <br />Landscaping: The 5,275 square feet being added to the structure will require the planting of five <br />canopy trees and 18 shrubs according to Zoning Code section 8-101(2)(D). <br /> The plans as shown include six canopy trees and 18 shrubs as required by code. <br />The plans should be reviewed by the City Forester to ensure the mix is appropriate. <br /> <br /> Lot Access: While the main access point to the east of the building will not be changing, how <br />people access the School will be greatly improved. <br /> The current loop road used by busses will be eliminated, the small parking lot will <br />be elevated and brought nearer to the building, and access to the small parking lot <br />will be off the existing service road leading to the northern parking lot. As a result, <br />two of the three access points on to 5th Street will be eliminated providing greater <br />safety and predictability for passing traffic. <br /> Specific to the building, the new front entry will provide a single secure entry point <br />to the building. <br /> <br />Water <br />System(s): <br /> As a condition of approval, Engineering comments in the 12/12/18 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlight on water was that an additional domestic service line may be <br />required for fire protection; the fire marshal and mechanical contractor are to <br />examine the issue and make a final determination prior to the issuance of a building <br />permit. <br /> <br />Sanitary <br />System(s): <br /> As a condition of approval, Engineering comments in the 12/12/18 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlight on sewer is the need for the existing service line to be televised <br />to document its condition and determine if maintenance is necessary. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> As a condition of approval, Engineering comments in the 12/12/18 Engineering <br />Memo (attached) shall be addressed. The main highlights on storm water and <br />grading focus on the need for technical plan updates and specific permitting prior <br />to the project proceeding. <br /> Grading questions noted in the memo shall be resolved to the satisfaction of the <br />City engineer prior to a building permit being issued. <br />
