Special Use Permit – Bel Air Elementary <br />Planning Commission Report; 12-18-18 <br /> <br /> <br />Page 7 <br />Fire/Safety:  If the building’s Fire Department connection is relocated, it shall be relocated to a <br />placement approved by the Fire Marshal <br /> If the fire hydrant must be moved to accommodate the proposed plans, it shall be <br />relocated to a placement approved by the Fire Marshal. <br /> <br />Lighting:  Nine (9) new lighting fixtures will be added to the site as a result of the proposed <br />additions. All lighting shall be down-directional. <br /> The provided lighting plan shows the proposed parking lot lighting will NOT <br />conform with code requirements for illumination at the property line to the east <br />(max allowed is 0.4, and the max shown is in the 0.5-0.7 range). Prior to a <br />building permit being issued, the plans will need to be updated to show <br />conformance with the 0.4 maximum on adjacent residential property. <br /> Lighting with an illumination of 0.5 foot candles is provided along all walkways <br />internal to the site as required. <br /> Lighting is not to shine directly into the public right-of-way or onto any residential <br />use. As a condition of the SUP, the applicant shall be required to correct any <br />lighting problems that are identified following construction. <br /> <br />Signage  The proposed metal lettering will be acceptable and is well within the maximum <br />size requirement of Section 9-050(1). <br /> <br />Parking & <br />Traffic: <br /> As a condition of approval, Engineering comments in the 12/12/18 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlights on parking and traffic requirements include: <br />a) The school will be responsible for snow removal from the bus drop off area as <br />snow from the road will be plowed into said area during snow events. <br />b) School officials shall provide a bus routing plan to staff for review and <br />approval. No additional busses shall be sent through neighborhoods than <br />presently use such roads (i.e. more westbound busses taking a left on Inca). <br /> <br />Sidewalks & <br />Trails: <br /> As a condition of approval, Engineering comments in the 12/12/18 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlights on sidewalks is that easements must be provided as the public <br />walkway will now veer onto private property as part of the bus drop off <br />reconfiguration. <br /> <br />Development <br />Phasing: <br /> Construction beginning in Spring 2019, with completion anticipated by late 2019.
