That adequate utilities, access roads, drainage and/or necessary facilities have <br />been or are being provided. <br />STAFF COMMENTS: Staff finds this criterion to be met with conditions. Public <br />Works/Engineering has reviewed the plans and offered comments in a memo dated <br />12/12/18 which must be addressed prior to the issuance of a building permit. <br />5. That the special use shall in all other respects conform to the app licable <br />regulations of the district in which it is located. <br />STAFF COMMENTS: Staff finds this criterion to be met. The above analysis <br />illustrates the proposed property is in compliance with all applicable regulations. <br /> <br />Additional <br />Information: <br /> None <br /> <br />Public <br />Comment: <br /> Staff received one call regarding this project leading up to the Planning Commission <br />meeting. The concerns focused on the new configuration of the bus drop off area, <br />and questioned whether busses would be able to make their turns out of the spaces. <br />Another concern focused on how all buses would now be leaving the site in a western <br />direction, and what that might mean for increased bus travel on local roads. <br /> <br /> <br />Conclusion: <br /> The application is requesting a Special Use Permit to authorize a changes to Bel <br />Air Elementary School located at 1800 5th Street NW. <br />Staff Recommendation: Per the analysis outlined in the report, staff is <br />recommending APPROVAL with conditions <br /> <br />Commission <br />Options: <br />The Planning Commission has the following options: <br />A) RECOMMEND APPROVAL OF THE REQUEST based on the <br />applicant’s submittals and findings of fact. <br />B) RECOMMEND DENIAL OF THE REQUEST based on the applicant’s <br />submittals and findings of fact. <br />C) TABLE THE ITEM and request additional information. <br />Based on an application date of 11/16/18, the 60-day review period for this <br />application expires on 1/15/2019. This deadline can be extended an additional 60 <br />days if more time is necessary.
