August 15,201 <br />City Manager Lotter stated Long Lake has different invasive vegetation that is impacting the <br />quality of the water and the health of the Lake itself. Members of the Long Lake Improvement <br />Association (LLIA) have approached the City with this concern asking for assistance in finding <br />a funding source to address this concern. The LLIA has been working with state and county <br />agencies as well as the City of New Brighton attempting to find a source of long term funding <br />to address this issue. Staff reviewed the proposed agreement that is based on an agreement <br />used by the Lake Minnetonka Conservation District (LMCD) and third -party organizations. <br />When the LMCD appropriates money to a project, legal assurances are sought to ensure that <br />any funding they provide to a third party is actually used for the intended purpose. This <br />agreement is used for that purpose. A copy of this agreement has been sent to the LLIA for <br />their consideration and aside of any minor adjustments, city staff and the LLIA believe there <br />should be no problem entering into such an agreement. Any final version of the agreement will <br />only be executed if it meets with the City Attorney's approval. <br />Rich Kusick, LLIA President, reported Long Lake was recently treated for Eurasian water milfoil but was not <br />treated for curly leaf pond weed, as this was deemed unnecessary. He requested the Council consider <br />authorizing additional funding ($2,700) to cover the expense ofthe recent treatment <br />Mayor Johnson provided the new Councilmembers with historical background on this expense. She <br />explained the City valued this lake and the amenity that it was to the entire community. She stated she <br />supported the small expense to treat the lake and indicated she was disappointed the State and Ramsey <br />County did not have funding available for the treatment of invasive species. <br />Councilmember Dunsworth commented she was out on Long Lake last week fishing. She stated this lake <br />was very heavily used and she was pleased to see the lake was being treated to ensure it could continue to be <br />used by the residents of New Brighton. She asked if the LLIA had the DNR onsite to check boats for milfoil. <br />Mr. Kusick explained both Ramsey County and the DNR have been onsite sporadically to do boat checks. <br />Councilmember Allen stated he supported the treatment as it was making a positive impact on the <br />environment. <br />Councilmember Burg agreed stating this was a critical need for the community in order to preserve this lake. <br />She thanked Mr. Kusick for taking the lead on this issue. <br />Councilmember Jacobsen thanked the LLIA for addressing the invasive species in Long Lake head on. <br />5 Ayes, 0 Nays -Motion Carried <br />Commission Liaison Re orts Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported an informational letter would be sent to the public regarding <br />Hanson Park. He discussed the stormwater improvements that were being made at this park <br />and noted there have been delays due to the weather. He provided the Council with an updated <br />on the Water Treatment Plant and commented on the timeline for the City's transition back to <br />New Brighton water. He explained the City would be using the month of September for testing <br />and hands on training for City staff. He anticipated the City would be using its own water in <br />October. <br />Graeme Allen <br />Councilmember Allen reported the EDC did not meet in August. The EDC would meet next <br />on Wednesday, September 5th at 7:30 a.m. He thanked all of the volunteers and City staff that <br />worked to make Stockyard Days a tremendous success.
