Resolution to Authorize Forwarding the 2040 Comprehensive Plan Final Draft <br />to the Met Council for consideration upon completion of adjacent jurisdiction <br />reviews. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt a Resolution <br />authorizing submittal of the 2040 Comprehensive Plan to the Metropolitan Council for final <br />examination. <br />City Manager Lotter indicated every ten years the City has to engage in updating its Comprehensive Plan. <br />The City has been actively engaging the public to gain feedback on parks, streets and other City functions. He <br />reported Laura Chamberlain from HKGi would be presenting this item to the Council. <br />Laura Chamberlain, HKGi, reported she began work on the City's 2040 Comprehensive Plan in 2016. The <br />process that was followed for community engagement was described along with the City's goals and vision. <br />The changes that were made to the plan since 2030 were discussed. She explained in May of 2018 the <br />City Council approved the distribution of the New Brighton 2040, the City's Comprehensive <br />Plan Update to adjacent and affected jurisdictions for six months of review that ended on <br />November 23, 2018. The City of New Brighton has received comments from a handful of <br />adjacent communities, counties, and state agencies, and most of the comments have been <br />technical in nature, requiring minor changes. In addition to the comments from adjacent and <br />affected jurisdictions, the City also received preliminary review from the Metropolitan <br />Council, who assessed the draft plan for completeness and consistency with Council regional <br />policies. <br />Ms. Chamberlain stated the 2040 Comprehensive Plan has been revised to respond to the <br />comments received. A table was reviewed to review the changes made identifying the <br />agency/organization who made the comment, the comment itself, and how the proposed <br />response to the comment. The draft of the revised 2040 Comprehensive Plan has been posted <br />on the City's website. In general, there has not been substantive change to the 2040 <br />Comprehensive Plan. In responding to comments received there were no changes to land use <br />guidance. Most of the technical changes were focused on Land Use, Housing, Transportation, <br />and Parks and Open Space. <br />Ms. Chamberlains explained the Planning Commission held a public hearing on a draft of the <br />plan at the October 16, 2018 meeting. There were no members of the public present for the <br />public hearing; however, the City received public comments from the All Parks Alliance for <br />Change prior to the meeting. The Planning Commission recommended that the City Council <br />submit the updated draft to the Metropolitan Council, and include any additional technical <br />changes as identified by staff. Since the public hearing, the following changes have been made <br />to the draft: <br />- Additional information on housing tools added <br />- Timing (On -Going, Near Term [0-5 years], Long Term [5+ years]) added to <br />implementation items <br />- Inflow & Infiltration mitigation estimates updated <br />Ms. Chamberlain requested the City Council consider submittal of the Comprehensive Plan <br />Draft, with the addition of appendices, to the Metropolitan Council for official review. <br />Mayor Johnson asked if the City's draft Comprehensive Plan was available on the City's <br />website.
