He thanked Ms. Chamberlain and all ofthe City staff for their efforts on this <br />document. <br />Mayor Johnson reported there was a very involved process in bringing this document together and she stated <br />she was very proud ofthe final document. <br />Councilmember Burg explained she appreciated all ofthe feedback that was received from the community <br />and described how this input helped in shaping the fuhtre for the City of New Brighton. <br />Councilmember Allen thanked the City coming up with creative ways to engage the public in this process. <br />5 Ayes, 0 Nays -Motion Carried <br />2. Consider Resolution to Approve a Special Use Permit to allow Operation of a Church within <br />an Existing Office Building located at 2722 Highway 694 Service Drive. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt a Resolution <br />approving the Special Use Permit to allow Operation of a Church within an existing office building <br />located at 2722 Highway 694 Service Drive with conditions. <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola reported Power of Faith Prayer <br />Ministries is seeking to operate a church within the lower level of the Interstate Office Plaza <br />building at 2722 Highway 694 Service Drive. Small group prayer and bible study would occur <br />on Tuesdays and Fridays from 7:00 p.m. to 8:30 p.m., and Sunday worship service would <br />occur between 11:30 a.m. and 1:30 p.m. Current membership of the ministry is approximately <br />50. The new church would occupy the lowest building level of approximately 3600 square feet. <br />With formal shared parking arrangements, the SUP could allow for up to 90 people to attend <br />any given service. Staff provided further comment on the request and recommend approval of <br />the request with conditions. <br />Councilmember Burg stated she attended the Planning Commission meeting. Consider Resolution Approving a Nonconforming Use Variance to Allow Replacement of <br />an Existing Solarium that is Legally Nonconforming to Setbacks with an Enclosed Room <br />that does not expand the building's current footprint at 790 County Road D West. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt a Resolution <br />approving a Nonconforming Use Variance to Allow Replacement of an Existing Solarium that is <br />Legally Nonconforming to Setbacks with an Enclosed Room that does not expand the building's <br />current footprint at 790 County Road D West with conditions. <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director ofCommunity Assets and Development Gozola reported the owner of Big Louie's <br />Restaurant, Chad Johnson, is seeking approval to convert a legal nonconforming solarium on <br />the eastern side of the building to an enclosed room matching the remainder of the facility. The <br />footprint of the building will not change, but there will technically be an expansion of the <br />building upward within the required 30 -foot setback thereby triggering the need for a variance. <br />Notably, the solarium was previously approved via variance in 1987 for its current location, <br />2.
