<br /> <br />posted speed limit along this corridor. He stated the lighting along this corridor was adequate <br />as well. <br /> <br />Director Paetznick requested the Commission make a formal recommendation to the City <br />Council regarding the data that was presented by Director Schlichting. <br /> <br />Discussion included: <br /> The characteristics of the neighborhood were discussed. Staff noted this was an older <br />neighborhood in the community. <br /> The Commission questioned why the neighborhood was led to believe there was a <br />concern with traffic speed and volumes. Staff anticipated there may have been a few <br />fast cars or close calls in the neighborhood. <br /> Several members of the Commission believed it would be wise to consider lowering <br />the speed limit in residential neighborhoods to 25 miles per hour. <br /> <br />Motion by Wagner, seconded by Boyd to recommend the City Council support the findings of <br />the traffic study as presented by staff. Motion carried 6-0. <br /> <br />The Commission supported the group revisiting the topic of neighborhood speed limits after the <br />League of Minnesota Cities makes a statement regarding this matter. <br /> <br />VI. Reports and Updates <br /> <br />A. Allina Health – Dave Matteson <br /> <br />Dave Mattson updated the Commission on a new protocol that was put in place for <br />ventricular fibrillation. He commented on how patients with that meet certain heart <br />conditions will be transferred to the U of M or Abbott Northwestern for ECMO services. He <br />reported Allina has an all-terrain four-wheeler that has been fitted with a stretcher platform. <br />He indicated he was working to train his staff on the use of this vehicle. He explained this <br />vehicle will be used at special events. He commended New Brighton police and EMT’s for <br />saving the life of a 15 year old boy that was underwater for 17 minutes in an apartment pool. <br />He stated he was proud of the great work conducted by these first responders. He reviewed <br />the calls for service in New Brighton through November of 2019 and noted the response <br />times for the year. He explained November was the busiest month of the year. Further <br />discussion ensued regarding the process that was followed by EMT’s when delivering <br />patients to hospitals. <br /> <br />B. Public Safety Update – Director Paetznick <br /> <br />Director Paetznick stated this was a busy week for the Public Safety Department as it was <br />Santa Cop week. He explained gifts would be delivered to 23 different families which <br />represents 57 kids in the community. He reported his department was gearing up for extra <br />patrols for the ice castles and Barts Brothers snow sculpture. He congratulated the City of <br />New Brighton for receiving third place for National Night Out. He commented on a string of <br />commercial burglaries that occurred in the City and was pleased to announce charges have <br />been made. He reviewed the October policing statistics noting crime was down 20% from <br />2018 but stated traffic accidents were up. He discussed the number of fire calls for 2019 and <br />noted the City would be receiving a new utility vehicle prior to the end of the year.
