4

Chair Nichols-Matkaiti recommended letters be sent to the properties that were being down
zoned to explain what the City was proposing to do through the rezoning. Assistant Director of
Community Assets and Development Gozola commented staff could send out these letters prior
to the next City Council meeting in order to inform the property owners further on the proposed
rezonings.
Commissioner Biedenfeld asked if the three properties being down zoned could be removed from
the Ordinance approval, to allow for further conversation with the Commission at the January
meeting after being sent a letter from staff.
Commissioner Frischman supported this recommendation.
Commissioner McQuillan commented notices have already been sent and he has received calls
from residents with questions. He believed if the property owners truly had concerns, they
would have been at tonight’s meeting or the property owners would have contact staff and this
has not occurred. Assistant Director of Community Assets and Development Gozola reported he
fielded many calls from individuals where he explained what was happening on individual
properties. He stated the City received no negative feedback regarding the proposed rezonings.
Commissioner Frischman indicated she would like to err on the side of more communication with
the property owners that were being down zoned.
Councilmember Dunsworth reported the City Council would not have t o take action immediately,
but rather could postpone action if further comments were needed from the public.
Motion by Commissioner Melquist, seconded by Commissioner Biedenfeld, to recommend the
City Council approve Ordinance 869, directing staff to send letters to properties that were
being down zoned in order to address the impacts of the proposed rezonings.
Approved 5-0-1 (McQuillan abstained).

b. Ordinance 872: An ordinance to amend the City’s Future Land Use Map in the 2040
Comprehensive Plan to address identified mapping errors.
Assistant Director of Community Assets and Development Gozola reported 872 will implement a
number of future land use map changes necessary to bring both maps into consistency with one
another. Only one proposed change is in response to a property owner request, and all other
changes will simply correct long-standing mapping problems on the City’s official maps. Staff
provided further comment on the proposed future land use map changes and recommended
approval of the Ordinance.
Commissioner Frischman requested staff make a notation of the asterisk that would be put in the
Comprehensive Plan.
