Consider Resolution to Approve a Special Use Permit for Improvements to Bel <br />Air Elementary at 1800 5th Street NW. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Dunsworth to approve a Resolution <br />authorizing a Special Use Permit for improvements to Bel Air Elementary located at 1800 5th Street <br />NW. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Mounds View Public Schools is <br />seeking to make improvements to Bel Air Elementary School by expanding the cafeteria, adding classrooms, <br />and redesigning the bus drop off area to improve student safety. Provided recommended conditions are met, <br />both staff and the planning commission believe the proposals will have a positive impact on the school and <br />surrounding properties. Staff provided further comment on the school districts requests and recommend <br />approval of the Special Use Permit for improvements at Bel Air Elementary School. <br />Mayor Johnson explained she attended the Planning Commission meeting and discussed some of the <br />comments made at this meeting. She noted there were concerns with traffic, parking along 5th Street <br />and pedestrian safety. She reported she drove by the school and understood a number of staff members <br />were parking on the street, blocking mailboxes. She requested the City speak with the school to <br />encourage these staff members to begin using the school parking lot. <br />John Ward, Assistant School Superintendent, stated he could speak with the teachers at Bel Air <br />Elementary regarding the parking concerns. He commented further on the orderly manner in which the <br />busses would be exiting the school on a daily basis. <br />Paul Apilkowski, Wald Architects, discussed the angled parking that would be used for the school <br />busses and stated this was a real advantage for safety reasons. <br />Councilmember Dunsworth asked if there would be any pedestrian crosswalks on either side of the <br />angled bus area. <br />Mayor Johnson stated there were no crosswalks, except at the corners of 17th and Inca. However, she <br />understood some students do cross the street if parents were picking them up. She commented further <br />on the concerns that were raised regarding stormwater drainage from the school property. Assistant <br />Director of Community Assets and Development Gozola described the stormwater drainage system that <br />would be in place and noted the school would have to receive a permit from the Rice Creek Watershed <br />District. Community Assets and Development Director Schlichting commented further on the Rice <br />Creek Watershed permitting process and noted the school would have to reduce their runoff flow rate <br />by 20%. <br />Mayor Johnson recommended the size of the holding pond be increased.
