February 26, 2019 Page 5 of 6 <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated the Benedictine Health Center is <br />seeking approval of a Preliminary Planned Residential Development to remodel and expand their existing <br />facility at 1101 Black Oak Drive. The project will include remodeling of the existing building, demolition of <br />an older portion of the current facility, and construction of a new wing on the central and southern portions of <br />the property to accommodate 56 new independent living units, 40 additional assisted living units, 24 <br />additional living memory care units and 8 skilled nursing apartments to complement the current facility. <br />Once complete, a total of 194 units over the entirety of the campus will provide a “continuum of care” for <br />seniors allowing area residents to age in place regardless of their health status. Feedback and concerns from <br />residents were reviewed with the Council. He reported staff and the Planning Commission recommend <br />approval of the Preliminary PRD with conditions. <br />Councilmember Jacobsen noted he attended the Planning Commission meeting for Councilmember Burg. <br />He thanked all of the residents that came forward to express their concerns at this meeting. He stated he <br />appreciated all of the discussion that was held regarding this request. <br />Mayor Johnson thanked staff for providing the Council with a detailed report on the PRD. She stated she was <br />concerned with how traffic will impact the surrounding neighborhood. She understood that Benedictine was <br />willing to work with vendors to ensure they use a specific route. However, in the end she also understood that <br />vendors had no road restrictions and could drive wherever they liked. She encouraged Benedictine to speak <br />with their staff and vendors to ensure they were parking and driving where required. She stated this would <br />make Benedictine a great neighbor both now and going into the future. She noted she would be offering her <br />support to the request because it would be adding valuable housing to the community. <br />Councilmember Jacobsen discussed the conditions that were recommended for approval by staff and stated <br />he appreciated the fact that traffic would be rerouted to a new entrance point. Consider Resolution approving a Site Plan for STOR to repurpose the existing building at <br />315 5th Avenue NW as an indoor storage facility. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Allen to approve the proposed <br />Site Plan based on the Findings of Fact and subject to the staff recommended conditions. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola explained Valley Sunrise properties <br />is looking to repurpose the former Printcraft building at 315 5th Avenue NW into a climate <br />controlled self-storage facility. In addition to retrofitting the existing building, they are also <br />seeking to construct six (6) non-climate-controlled storage locker buildings on the eastern <br />portion of the property. No variances or special use permits are needed, but the addition of <br />new structures on the site triggers a site plan review per Chapter 8, Article 1 of the zoning <br />code. He reported staff and the Planning Commission recommend approval of the Site Plan <br />with conditions. <br />Mayor Johnson asked if the soil on this site was contaminated. Community Assets and <br />Development Director Schlichting reported there were no findings to that indicate there was a <br />problem with the soil. However, if after digging up the site a problem was to occur, the <br />applicant would be responsible for removing any contaminated soils and replacing them with <br />clean fill.
