Professional Services Proposal: New Brighton, MN – Sanitary Sewer Capacity Improvement Project <br /> <br />November 18, 2019 <br /> <br /> <br /> <br />SCOPE OF WORK <br />Task 1: Field Data Collection & Project Documentation $24,470 <br />· Preconstruction/Topographic Surveying <br />A precondition survey of the existing conditions is needed to properly document the upcoming <br />project. The survey will provide information regarding to property lines, easements, surface <br />features, private utility conflicts, and general site layout. The survey will be used throughout the <br />project including final design of the planned improvements. <br /> <br />· Internal Pipe Inspection – CCTV Analysis <br />Bolton and Menk will supply a NASSCO certified pipeline inspector to review the internal pipe <br />condition videos for defects and constructability concerns. The City of New Brighton will be <br />required to contract a pipe cleaning contractor (or televise these sewer segments on their own) <br />during the early stages of the project so that we can use this data to select the appropriate <br />replacement method. <br /> <br />· Geotechnical Analysis – Soil Borings <br />The City of New Brighton will be required to contract a geo-technical investigation company <br />(such as Braun, A.E.T., NTI, etc…) to provide soil borings along the project corridor. Once <br />completed, Bolton and Menk will provide a geotechnical engineer to review current soil <br />conditions and provide a recommendation for the appropriate trenchless pipeline replacement <br />methods given current soil conditions. <br /> <br />· Easement Review and Documentation <br />Bolton and Menk will supply survey staff needed to review existing property corners and <br />easement data to ensure that the new/rehabilitated pipe (and construction activities) remain within <br />City controlled property. At this point it is assumed that no additional easements will be needed <br />to complete this work. As such, this task does not include any time needed to acquire additional <br />temporary or permanent easements. If at a later stage we determine that this is required, the <br />proposal may need to be modified to include additional time to complete these acquisitions. <br /> <br />· As-Built Review <br />Bolton and Menk will review existing pipe as-built documents to ensure the newly installed pipe <br />system operates in a manner consistent with the needs of the community and that no property is <br />adversely impacted with the new sanitary sewer pipe installation. <br /> <br />· Private Utility Conflict Review <br />Bolton and Menk will request, review, and survey existing private utilities in the project area to <br />determine potential conflicts and will work with these companies to mitigate these concerns or <br />relocate their utilities as needed to allow for the planned sewer capacity improvements. <br />
