Professional Services Proposal: New Brighton, MN – Sanitary Sewer Capacity Improvement Project

November 18, 2019

· Preliminary Site Visit
A preliminary site visit will be performed to familiarize ourselves with the site, potential
construction impacts, and general site workability. During this walk through we will review
laydown areas, potential access pit locations, and other project surface constraints needed to
choose the most appropriate and cost-effective pipe replacement method.

· Construction Method Analysis & Preliminary Cost Estimate
Finally, after all the tasks above have been completed, Bolton and Menk staff will analyze all of
the available trenchless pipeline replacement/rehabilitation methods and work with the City to
choose the appropriate construction method for these improvements. Following this work, an
engineer’s estimate will be created to provide the City information on anticipated construction
costs.

Task 2: Project Design (Plans & Specifications) $48,810
· Field Data Collection
Once a trenchless pipeline replacement method is chosen, Bolton & Menk will send our
surveying team to return to the project site to acquire any additional survey related material
needed to create the project plan-set and document any additional field conditions needed to
properly plan and design the project in its entirety.

· Private Utility Coordination Meetings
Bolton and Menk will host a private utility coordination meeting to meet with private utilities in
the area to discuss the planned work, review private utility locations for conflicts, and discuss
ways to minimize disturbances/relocations needed for the completion of this work.

· Final Plan Sheets
Bolton & Menk will prepare comprehensive, detailed construction plans for the proposed
improvements. Required local, state, and federal permit applications will be completed. This task
includes preparation of applicable plan sections such as:
o Title Sheet
o General Layout
o Statement of Estimated Quantities
o Pipe Tabulations
o Construction Details
o Existing Conditions and Utilities Plans
o Removal & Restoration Plans
o Temporary Conveyance Plan
o Traffic Control Plan
o Construction Plan and Profile
