Professional Services Proposal: New Brighton, MN – Sanitary Sewer Capacity Improvement Project

November 18, 2019

· Project Specifications
Bolton & Menk will prepare a project specification to submit with the final construction plans.
The project specifications will describe the sanitary sewer capacity improvements that will be
completed on site and will serve as the general project related rulebook for this project.

· Final Engineer’s Estimate
Once the project is fully designed, Bolton & Menk will prepare an updated engineer’s cost
estimate for review with the City. This estimate will utilize actual planned quantities from the
design so that the City can better understand actual construction costs prior to bidding the project.

Task 3: Project Bidding and Procurement Services $4,405
· Contractor Procurement
Bolton & Menk will prepare and publish the advertisement for bid and distribute the bid
documents on www.QuestCDN.com. Responses will be provided to questions from contractors
and addenda will be issued as required. Bolton & Menk will attend the bid opening, prepare the
resultant bid tabulation, and provide verification of submitted bids as part of the contract award
recommendation. Upon award, the Contract will be distributed to the selected contractor and
required contractor submittals necessary to commence construction will be secured, reviewed,
and approved.

Task 4: Project Communication: Community Outreach and Education $12,190
· Project Communication
Bolton & Menk will prepare project communication documents throughout the project to inform
residents of our work and its impacts to them. Work under this task includes providing figures,
letters, notices, and phone calls needed to properly communicate the city’s planned work with its
residents.

· Project Neighborhood Meetings and Open House
Bolton & Menk will prepare/provide up to two (2) public open house type meetings for project
stakeholders to come in and learn more about the project and its benefits to the community. At
this meeting Bolton & Menk staff will be able to educate residents about key phases of the project
as well as discuss potential impacts to properties along the project corridor.

· Digital Communication
Bolton & Menk will prepare digital communication as needed which can be displayed on the
City’s website as a means for providing additional project related information to city residents
and project stakeholders.
