June 23, 2020 Page 4 of 6 <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to adopt a Resolution <br />to Approve a Special Use Permit for Outdoor Storage of various materials for businesses at 761 1st <br />Street SW. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated WA Kirkpatrick (a.k.a. Big <br />Blue Box) is looking to sell their property at 761 1st Avenue SW to A Tree Service Inc. As <br />part of the transaction, both companies have agreed to split use of the property moving forward <br />for their respective businesses which include outdoor storage needs. A Tree Service would <br />utilize the eastern portion of the site (including the building) for office use and for storage of <br />wood materials and vehicles from their job sites. All wood materials would be chipped and cut <br />off-site. Big Blue Box would retain a lease over the western portion of the site, and would <br />utilize their portion of the land for container storage similar to the other existing Big Blue Box <br />sites also on 1st Avenue SW. He reported the Planning Commission reviewed this item and <br />recommended approval of the Special Use Permit for Outdoor Storage. <br />Councilmember Allen asked if the applicants supported the staff recommended conditions for <br />approval. <br />Nick Howman, Howman Architects, explained he was a representative for Big Blue Box and A <br />Tree Service. He reported both applicants support the recommend conditions from staff. <br />Mayor Johnson questioned if Big Blue Box would lose their SUP if they were storing items <br />illegally on their site. Assistant Director of Community Assets and Development Gozola reported this <br />would be grounds to bring the item back to the City Council for revocation of the SUP. <br />Councilmember Allen questioned of non-working trucks could be stored on this site. Assistant Director of <br />Community Assets and Development Gozola indicated the trucks stored on the site would be operational and <br />regularly used. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />3. Consider Resolution Delegating Authority to Adopt a COVID-19 Preparedness Plan. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to adopt a Resolution <br />Delegating Authority to Adopt a COVID-19 Preparedness Plan. <br /> <br />City Manager Massopust indicated Public Safety Director Paetznick would be presenting this item to the <br />Council. <br />Public Safety Director Paetznick stated under Executive Order 20-74, released by Governor Tim <br />Walz on June 5, critical sector businesses — including government entities like cities — are <br />now required to adopt a COVID-19 Preparedness Plan by June 29. Council can delegate this <br />authority to the City Manager through a resolution. A Coronavirus timeline was reviewed with <br />the Council. It was noted the City’s Senior Leadership Team has already created several <br />COVID-19 preparedness plans related to specific municipal business operations for New <br />Brighton facilities that have reopened to the public for service, including the License <br />Bureau/Passport Office, Brightwood Hills Golf Course, and Community Center. He described <br />how staff had established control objectives for the incident that focused on protecting the <br />City’s workforce and community health, maintained essential services, offered employee <br />flexibility, provided community support and developed contingency plans. Staff commented <br />on how COVID-19 has impacted the City of New Brighton. The elements within the <br />preparedness plan was discussed in further detail and staff recommended approval. <br />Councilmember Allen thanked staff for all of their efforts on this plan. He commented City <br />staff members would continue to work from home, where possible. He asked if there were any <br />facilities that were presenting challenges to bringing staff members back onsite.
