June 23, 2020 Page 5 of 6 <br />Massopust reported the license bureaus was one of the City’s most concerning spaces, but <br />noted temporary measures have been put in place to mitigate the spread of the virus. He <br />explained the Eagle’s Nest was another location at high risk and noted this amenity would <br />remain closed for the time being. Community Assets and Development Director Schlichting <br />stated the Public Works Department was back to working normal hours and had enough pieces <br />of equipment that staff was staying outdoors and properly distanced. <br />Councilmember Jacobsen asked if the community partners at the Community Center have been <br />impacted by COVID-19. Parks and Recreation Director Fink explained the library was <br />operating with a curbside model. She noted the library does not have plans to reopen this <br />summer. She indicated the massage therapist and acupuncture tenant was taking appointments <br />and clients were escorted into the building. She indicated RISE was still not able to operate. <br />RISE was hopeful they would be able to reopen this fall. She reported early voting would take <br />place at the Community Center later this summer and fall. <br />Mayor Johnson inquired if the fitness area was open at the Community Center. Parks and <br />Recreation Director Fink reported the fitness area was open and classes would be offered again <br />in July. The site was open to members only and classes would require people to remain <br />socially distanced. <br />Councilmember Jacobsen thanked staff for responding so efficiently to the pandemic on behalf <br />of the community. <br />Mayor Johnson commended staff for their efforts and for putting a proper plan in place to keep <br />employees and the community safe. She stated she appreciated City Manager Massopust’s <br />tremendous efforts on behalf of the City of New Brighton, along with Public Safety Director <br />Paetznick, Parks and Recreation Director Fink, Community Assets and Development Director <br />Schlichting, and Interim Finance Director Gina Smith. <br />Parks and Recreation Director Fink reported the Brightwood Golf Course was open for use and <br />was continuing to do well. <br />Councilmember Allen thanked staff for their tremendous efforts prior and during COVID-19. <br />He stated he was super impressed by all of the staff members efforts on behalf of the <br />community. He indicated he was proud of the fact New Brighton had reached out to its most <br />vulnerable residents and thanked staff for taking on this task. <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br />4.Consider a Resolution Establishing and Combining Polling Places for Remaining 2020 <br />Elections. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to adopt a Resolution <br />Establishing and Combining Polling Places for Remaining 2020 Elections. <br />City Manager Massopust indicated City Clerk Spangrud would be presenting this item to the Council. <br />City Clerk Spangrud stated staff contacted several churches and facilities regarding serving as a <br />polling place for the August 11, 2020 State Primary Election and November 3, 2020 <br />Presidential Election. Some did not respond. Some were unsuitable for elections use. Some <br />could not participate this year but may be interested in the future. Others were bringing the <br />request to their regulatory boards but could not give an answer before the state deadline of July <br />1, 2020. She commented on the communications plan staff had in place. It was noted formal <br />notification would be sent to voter’s in mid-July. Staff reviewed the polling place <br />requirements, along with the plans for the City’s polling locations and recommended adoption <br />of a Resolution establishing and combining polling places for the remaining 2020 elections. <br />Councilmember Dunsworth thanked staff for their efforts on the new polling place plan. She <br />recommended flyers for National Night Out have polling information included this year. <br />Councilmember Jacobsen questioned how many election judges the City still needed. City <br />4.
