Resolution __: Approving a Preliminary PRD for 1101 Black Oak Drive <br /> <br /> <br />Page 2 of 7 <br /> <br />WHEREAS, because the City is in-between Comprehensive Plans and does not have zoning <br />districts established for the new Mixed Use land use categories, the City finds it appropriate to <br />utilize the full flexibilities offered by the PRD ordinance during this unique point in time; and <br /> <br />WHEREAS, a complete application for a Preliminary Planned Residential development was <br />received by the City on January 18, 2019, which included an extension to the time limits prescribed <br />by MN Statute 15.99 and 462.358, subdivision 3b for the approval of rezoning, plats, and other land <br />use requests to the later of the following: April 13, 2019, or 120 days from the date the City’s 2040 <br />Comprehensive Plan is approved by the City Council; and <br /> <br />WHEREAS, the proposed changes to the property include remodeling of the existing building, <br />demolition of an older portion of the current facility, and construction of a new wing on the central <br />and southern portions of the property to accommodate 56 new independent living units, 40 <br />additional assisted living units, 24 additional living memory care units and 8 skilled nursing <br />apartments to complement the current facility; and <br /> <br />WHEREAS, once complete, a total of 194 units over the entirety of the campus will provide a <br />“continuum of care” for seniors allowing area residents to age in place regardless of their health <br />status; and <br /> <br />WHEREAS, the PRD will be confined to the improvements and uses proposed by the applicant <br />which includes a skilled nursing/nursing home component that would otherwise be considered a <br />specially permitted use by underlying R-3B zoning; and <br /> <br />WHEREAS, staff fully reviewed the request and prepared a report for consideration by the Planning <br />Commission at their meeting on February 19, 2019; and <br /> <br />WHEREAS, the Planning Commission held a public hearing on the request at the February 19th <br />meeting and considered input from residents; and <br /> <br />WHEREAS, the Planning Commission recommended approval of the preliminary planned <br />residential development plan on February 19, 2019, based on the applicant’s submittals and findings <br />of fact; and <br /> <br />WHEREAS, the City Council considered on February 26th, 2019, the recommendations of the <br />Planning Commission, Staff, the Applicant's submissions, the contents of the staff report, and other <br />evidence available to the Council. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of New Brighton <br />hereby approves the proposed preliminary planned residential development for improvements to the <br />Benedictine Health Center based on the following findings of fact:
