Resolution __: Approving a Preliminary PRD for 1101 Black Oak Drive <br /> <br /> <br />Page 3 of 7 <br /> <br /> <br />1. The subject property is guided for Mixed Use Regional development and is specifically <br />called out as an area for potential redevelopment by the new 2040 Comprehensive Plan; <br />2. The Mixed Use Regional land use classification calls for residential densities 12 and 50 <br />units per acre, and the proposed project will fall within this range at approximately 33 <br />units per acre; <br />3. The building type, density, height, and bulk is consistent with what is anticipated to be <br />allowed when new zoning for Mixed Use Regional development is established; <br />4. The plan successfully includes provisions for public facilities, internal circulation, and <br />recreational spaces; and <br />5. The size and intended function of on-site open space is adequate for the purposes of this <br />facility, and plans for maintenance are acceptable; and <br />6. The plan adequately redirects traffic and parking to the appropriate location on-site, and <br />offers up solutions should parking problems arise in the future; and <br />7. The design will allow for adequate response to emergency situations anywhere in the <br />facility; and <br />8. The proposed development will assist the City in meeting its goal of supporting a diverse <br />population; <br />9. The proposed development will provide a much needed and diverse mix of senior housing <br />types which can allow seniors to age in place regardless of health status; <br />10. The nursing home/skilled nursing component of this facility is a use that can be permitted <br />as part of this PRD; <br />11. The proposed development will establish a sense of place by transforming the look of this <br />property by introducing a modern residential structure consisting of high-quality <br />materials; <br />12. The proposed development will integrates into the surrounding area through the tailored <br />site design which relocates the main entrance, adds parking, and places buildings in <br />locations intended to offset possible impacts to surrounding lands; <br />13. The building as proposed does not pose a public safety concern provided all conditions of <br />approval are met;
