Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 11 <br />(cont.) <br /> <br />• The goal of the project is to apply and receive bonding in January of 2019. If a partial reward is <br />acquired, the project would seek additional bonding in August. The timing of this award will <br />affect the timing of the documents schedule. Based on award amount, the Owner will decide <br />when to proceed into the documents stage. <br />• The anticipated design schedule for the project will be approximately 7 months from concept <br />design (January of 2019) and city approvals through the completion of construction documents <br />(barring no significant delays for City entitlement) and starting construction/closing by the <br />August of 2019. <br />• The construction schedule is anticipated to take 16 months to complete for the Senior building, <br />and 16 months to complete for the Family Building, with each being constructed in a single <br />phase. <br /> <br /> <br />Initial PRD Standards Review <br />In General: The purpose of a Planned Residential Development (PRD) is to allow for flexible <br />development that can grant variations in “…density, bulk, height, setbacks, and <br />other regulations pertaining to the use of land…that are not in strict accordance <br />with the other provisions of the Zoning Code or any other ordinance of the City” <br />provided the applicant can show the development is not detrimental to the public. <br /> Intended outcomes of PRD development include providing for and encouraging <br />advances in housing design; changes in types of dwellings; flexibility in layout and <br />site planning; development of the life-cycle environment; and more efficient use of <br />land, open space, and public facilities. <br /> <br />Comp Plan <br />Consistency: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> General goals of the 2040 Comprehensive Plan include… <br />o …supporting a diverse population (1-6); <br />o …providing a diverse housing stock of well-maintained housing (1-6); <br />o …establishing a sense of place/feel of the community (1-7); and <br />o …creating streets that are safe, comfortable, and attractive to all users (1-8). <br /> With specific regards to Land Use… <br />o …the plan calls for providing a mixture of high intensity uses that are <br />mutually complementary, supportive, and make the most efficient use of both <br />land and capital. To that end, the city is seeking to pursue high-intensity, <br />mixed-use developments were people can work, shop, plan, and be <br />entertained. Additionally, the City is seeking to increase the intensity of <br />development as a means to provide jobs and increase the tax base (3-15). <br />
