Per the draft plan, the proposed <br />lighting on the north side of the senior building will need to be adjusted. <br /> <br />Parking: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />As a Planned Residential Development, the applicants are allowed to propose parking <br />ratios which deviate from standard zoning requirements, and the City can accept such <br />deviations when deemed appropriate based on the proposed use(s) and provided data. <br />Pulte Analysis: <br /> Under standard zoning per section 11-030(3)(C), the proposed 53 Pulte Townhomes <br />would require that each unit have at least two (2) spaces, one (1) of which needs to <br />be enclosed. Beyond that, there are to be 10 visitor spaces for the first ten <br />townhomes, and 22 spaces for the remaining 43 townhomes. That equates to a total <br />of 138 spaces for the Pulte portion of the proposed project. <br /> As each unit will include a two-car garage and will have two parking spaces within <br />the individual driveways, the units themselves will be providing a total of 212 on- <br />site spaces eclipsing the need required by underlying zoning. <br /> In addition to the per unit parking, there will be 27 additional guest parking spaces <br />intermixed among the units; nine of which will primarily be used by guests to the <br />Pulte homes, and 18 of which will likely be used by visitors to either the Pulte <br />Townhomes or the Dominium Senior building. <br /> Staff finds parking as proposed for the Townhomes meets expectations and should <br />be sufficient. <br />Dominium Analysis (Senior Building): <br /> Under standard zoning per section 11-030(3)(F), a 204-unit senior building would <br />need a minimum of one (1) space per unit, half of which (102) need to be enclosed. <br />Beyond that, there are to be 10 visitor spaces for the first ten units, and 49 spaces for <br />the remaining 194 units. That equates to a total of 263 spaces for the Senior portion <br />of the proposed project, or a ratio of 1.29 spaces per unit. <br /> As proposed, the Senior portion of the Dominium site intends to provide 159 <br />underground parking spaces, 79 surface parking spaces, and will have direct access <br />to 18 shared on-street spaces along the new 7th St NW. This equates to 238 spaces <br />on-site (25 spaces less than would normally be required) and direct access to 256 <br />spaces as a whole (for a 7 space deficit). In short, the proposed level of parking very <br />close to underlying zoning standards. <br /> Dominium is seeking the proposed minor reduction to the parking standards by <br />making the following arguments:
