Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 40 <br />Conclusion: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Pulte Homes and Dominium are seeking approval of a Preliminary Planned <br />Residential Development and site plan to transform approximately 12 acres of <br />underutilized or vacant land into a new housing development consisting of 53 <br />market rate townhomes, and two multi-family buildings providing 204 affordable <br />senior units and 154 affordable workforce units respectively. After reviewing the <br />analysis of the development outlined in the report, the Commission and Council <br />are asked to review the following three questions: <br />1. Is the proposed plan in line with the goals and objectives of the 2040 <br />comprehensive plan? <br />Staff Recommendation: Yes. <br />The proposed development will… <br /> …support a diverse population with a diverse housing stock (market rate <br />units with estimated values between $250K – $400K, and affordable <br />rentals for both workforce and senior populations); <br /> …establish a sense of place as the buildings will be constructed of high- <br />quality materials, and their design/placement will transform the entryway <br />into this portion of the community; <br /> …transform a blighted property within an area specifically targeted for <br />redevelopment; <br /> …utilize traditional neighborhood design principals such as on-street <br />parking, pedestrian friendly streetscapes, and multi-storied, mixed use <br />development; <br /> …create safe streets by introducing a traffic signal to the intersection of <br />8th Avenue & Old Highway 8, by adding pedestrian bump outs along 8th <br />Avenue to make crossing easier and to slow down traffic, and by <br />introducing many more sidewalks and trails to the area which will connect <br />to other city destinations; <br /> …provide a much needed mix of new market rate units, affordable senior <br />units at 60% AMI, and affordable workforce housing units also at 60% <br />AMI. <br /> …be the first step to build out the City’s first Mixed Use Neighborhood <br />District by establishing an initial component of residential housing which <br />can support and draw in commercial uses and additional residential to the <br />south; <br /> …represent the City’s first step towards meeting it’s affordable housing <br />goals for the next ten years; <br /> …provide a new neighborhood park for this development and the <br />surrounding residents.
