Preliminary Planned Residential Development
Planning Commission Report; 5-21-19

Page 41
(cont.) Furthermore, the land in question is guided by the 2040 Comp Plan as a
“Mixed Use Neighborhood Node,” and the density at 32 units per acre is
within the targeted density range; the land in question is identified as an area
with redevelopment potential; and the new land use guidance was specifically
intended to incentivize improvements like the ones being requested. And
finally, the Mixed Use Neighborhood designation intends for multi-family
buildings and townhomes to be the primary vehicle for residential land uses.
Are the proposed improvements well suited to the site and surrounding
lands?
Staff Recommendation: Yes. Review of the proposed plans show the
buildings can be accommodated on this site safely and in a way that
harmoniously works with surrounding lands.
Have the applicant’s taken necessary steps to mitigate impacts?
Staff Recommendation: Yes. Provided all suggested conditions of approval
are addressed, staff does believe that identified impacts can and will be
mitigated.

Commission
Options:
The Planning Commission has the following options:
A) RECOMMEND APPROVAL OF THE REQUEST based on the
applicant’s submittals and findings of fact.
B) RECOMMEND DENIAL OF THE REQUEST based on the applicant’s
submittals and findings of fact.
C) TABLE THE ITEM and request additional information.
Based on a complete application date of 4/8/19, the standard deadline for a
decision on these requests would be 6/7/19. However, because of uncertainty
over when this matter would get before the Planning Commission and/or City
Council, staff has already exercised the City’s right to extend the review period
out an additional 60 days. Accordingly, the final deadline for action is 8/6/19.

Template Denial
Motion:
(not recommended)
“I move that we recommend the City Council deny the requested preliminary
planned residential development based on the following findings of fact:”
o (provide findings to support your conclusion)
