Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 42 <br />Template Approval <br />Motion: <br />RECOMMENDED <br /> “I move we recommend the City Council approve the requested preliminary <br />planned residential development based on the findings of fact listed on pages <br />42 and 43 of the report subject to the conditions listed on pages 43 – 46 as <br />may have been amended here tonight.” <br /> <br />Suggested Findings <br />of Fact: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1. The subject property is guided for Mixed Use Neighborhood development <br />and is specifically called out as an area for potential redevelopment by the <br />new 2040 Comprehensive Plan; <br />2. The Mixed Use Neighborhood land use classification calls for residential <br />densities between 8 and 40 units per acre, and the proposed project will fall <br />within this range at approximately 32 units per acre; <br />3. The building type, density, height, and bulk is consistent with what is <br />anticipated to be allowed when new zoning for Mixed Use Neighborhood <br />development is established; <br />4. The plan successfully includes provisions for public facilities, internal <br />circulation, and recreational spaces; <br />5. The development will allow the City to work towards its established goals <br />of: <br />a. Supporting a diverse population with a diverse housing stock; <br />b. Establishing a sense of place with new development as the buildings <br />will be constructed of high-quality materials, and their design/placement <br />will transform the entryway into this portion of the community; <br />c. Developing specifically targeted “potential areas of improvement;” <br />d. Creating new development that utilizes traditional neighborhood design <br />principals such as on-street parking, pedestrian friendly streetscapes, and <br />multi-storied, mixed use development; <br />e. Creating safe streets by introducing a traffic signal to the intersection of <br />8th Avenue & Old Highway 8, by adding pedestrian bump outs along <br />8th Avenue to make crossing easier and to slow down traffic, and by <br />introducing many more sidewalks and trails to the area which will <br />connect to other city destinations; <br />f. Providing a much needed mix of new market rate units, affordable <br />senior units at 60% AMI, and affordable workforce housing units also at <br />60% AMI <br />g. Providing a new neighborhood park for this development and the <br />surrounding residents to enjoy
