SUP Amendment and Site Plan Review; Murlowski Properties Inc. <br />Planning Commission Report; 7-16-19 <br /> <br /> <br />Page 5 <br />(cont.)  As part of the City’s original findings in 2015 permitting expansion of the <br />operation into the subject area, the City partially supported the expansion by <br />including the following finding: <br /> The 130' x 656' segment of expansion property from Old Highway 8 NW west <br />to the equipment storage area will be preserved in a natural condition so as to <br />provide additional buffer when the site is viewed from the east. <br />This finding refers specifically to the future roadway location. While not a <br />requested change at this time, we wanted to make the Planning Commission and <br />City Council aware of this possibility moving forward. Should either body believe <br />the new entryway is not even worthy of study and discussion, letting the applicant <br />know that now will ultimately save all parties time and effort moving forward. <br /> <br />Water Systems:  No changes proposed/required to water services. <br /> <br />Sanitary <br />Systems: <br /> No changes proposed/required to sewer services. <br /> <br />Storm Sewer <br />Systems: <br /> Engineering Comment: The proposed rubble pile is shown over a storm sewer line <br />that was discussed during previous site use changes. Flow from this pipe appears <br />to be compromised from previous settlement of landfill materials. Based on this <br />the NWL/HWL of Rush Lake can be affected, and the pipe is holding debris. The <br />pipe is a 36” diameter storm sewer pipe that serves as the outlet of Rush Lake that <br />was installed in 1963. It runs from Rush Lake to the north through the Belair <br />property to the northerly City Limits, and it then changes direction to the west and <br />outlets to Rice Creek. The City has concerns about the placement of additional <br />material over this pipeline causing the pipes to collapse due to the increased <br />loading. Belair has indicated a willingness to install a new outlet pipe at a location <br />that is not below the proposed piles. Plans for a new pipe must be shown (with the <br />preferred location being the SW corner of the site). Easements over City Storm <br />Sewer need to be shown. <br /> <br />Sound Wall:  Wenck, the company that has produced and overseen the sound mitigation plans on <br />this property dating back to 2008, produced Addendum #6 (attached) to the sound <br />mitigation plan as part of this application. <br /> The new Addendum calls for construction of the sound mitigation wall extension <br />to meet specific standards in terms of location, length, and materials; and <br />concludes that doing so will keep all noise to within previously approved limits. <br /> The sound wall extension design must be approved by a structural engineer
