A storm water pollution prevention plan needs to be prepared <br />including silt fence locations, slope protection (i.e. erosion control blanket), and <br />vegetation recommendations. <br /> An updated survey must be provided with the new proposed grades and drainage <br />patterns to verify compliance with stormwater features previously designed to treat <br />runoff are sized appropriately. <br /> The site is located within Rice Creek Watershed District. The owner must obtain a <br />permit from RCWD or provide correspondence from the watershed indicating <br />approval. <br /> All exposed soils that are within 200 feet of the property edge draining to Rice <br />Creek or Rush Lake must complete stabilization activities within 24 hours <br /> <br />Fire/Safety:  Staff has no concerns about fire/safety vehicle access to this site as the large <br />equipment being used naturally ensures there are ample drive aisles available to <br />access all corners of the site. <br /> Belair owns the RR property, but does not operate it. MN Commercial RR, the <br />operator, needs to provide comments or a letter of support indicating that the <br />proposed changes do not affect their ability to operate the RR under the Federal <br />rules/guidelines. <br /> <br />Lighting:  No changes proposed/required to lighting. <br /> <br />Signage  No changes proposed/required to signage. <br /> <br />Parking:  No new parking is proposed (or needed) with the proposed changes. <br /> <br />Sidewalks & <br />Trails: <br /> No new sidewalks or trails are proposed (or needed) with the proposed changes. <br /> <br />Project <br />Phasing: <br /> Construction of the sound wall extension would begin immediately upon an SUP <br />approval. Storage of rubble materials in the proposed new location would not <br />occur until construction of the sound wall is complete. <br /> <br />
