SUP Review: Big Blue Box <br />Planning Commission Report; 8-20-19 <br /> <br /> <br />Page 4 <br />Site Review <br />In General:  No new buildings are proposed, so a formal site plan review is not required. <br />However, examining the existing characteristics of the site is important to <br />understand what (if any) conditions might be needed for the new use should the <br />SUP be approved. <br /> <br />Existing <br />Conditions: <br /> Previous uses of the site (for the last ten years) appear to have all incorporated <br />some form of outdoor storage. The existing use, Northern Metal Recycling, has a <br />number of truck trailers, rigs, and dumpsters currently stored on site. Staff did not <br />find any updated SUP for this latest use. <br /> <br />Proposed Site <br />Plan Updates: <br /> <br /> <br /> <br /> <br /> Changes to the use on the site will be minimal with the exception of the addition of <br />storage containers being added to the traditional mix of semi-trailers and rigs. No <br />new buildings are proposed. <br /> The main concern of staff is to ensure there are adequate drive aisles for <br />emergency vehicles, and that access is never cut off to various parts of the site due <br />to the pattern of trailer/container storage. <br /> <br />Building <br />Materials: <br /> No changes are proposed to any of the buildings. <br /> Fencing will continue to be chain link – no changes are proposed. <br /> <br />Building <br />Height: <br /> All buildings currently conform to the 40 foot height maximum in the I-2 zoning <br />district. Containers, if/when stacked, shall not exceed the 40 foot height <br />maximum. <br /> <br />Landscaping:  Because no expansions of the existing facility are proposed and the land does not <br />abut any residential lands, there are no specific landscaping/screening standards <br />that must be met. <br /> <br />Lighting:  Lighting on all sites and buildings shall be directed downward and installed so as <br />to prevent direct light from being detectable at the lot line of the site on which the <br />light source is located. Lighting is also not to shine directly into the public right- <br />of-way. <br /> While no new lighting is proposed for this new use, any problems with existing <br />lighting that are later identified shall be brought into compliance with code <br />requirements. <br />
