Final Planned Residential Development <br />Planning Commission Report; 11-19-19 <br /> <br /> <br />Page 6 <br />Conclusion: <br /> Dominium is seeking approval of a Final Planned Residential Development for <br />Phase II of the Midtown Village development. This final phase will include <br />preparation of the land for development, installation of public improvements, and <br />construction of 154 affordable workforce housing units approved by the City <br />Council on May 28th, 2019. <br />By Code, the Planning Commission is asked to make recommendations to <br />City Council as to the following: <br />1. Are the final plans in substantial compliance with preliminary approval? <br />2. If plans are NOT in substantial compliance, how do they deviate from the <br />previous approval and does the planning commission recommend <br />another public hearing? <br />3. Are there further conditions that need to be placed on the final approval <br />to protect the public health, safety, morals, and/or general welfare of the <br />community? <br /> <br />Based on a complete application date of 11/1/19, the deadline for a decision by <br />the City Council is 12/31/19. One extension of up to 60 additional days is <br />available. <br /> <br />Template Denial <br />Motion: <br />(not recommended) <br /> “I move that we recommend the City Council deny the requested final <br />planned residential development based on the following findings of fact:” <br />o (provide findings to support your conclusion) <br /> <br />Template Approval <br />Motion: <br />RECOMMENDED <br /> “I move we recommend to City Council that the proposed Final PRD plans <br />and plat are in substantial compliance with the preliminary approval based on <br />the findings of fact listed on pages 6 & 7 of the report subject to the <br />conditions listed on pages 7 & 8 as may have been amended here tonight.” <br /> <br />Suggested Findings <br />of Fact: <br /> <br /> <br /> <br /> <br /> <br /> <br />1. City Council granted approval of the Preliminary Planned Residential <br />Development (PRD) for the proposed improvements on May 28th, 2019, <br />subject to conditions. <br />2. The development will allow the City to work towards its established goals <br />of: <br />a. Supporting a diverse population with a diverse housing stock;
