Establishing a sense of place with new development as the buildings will <br />be constructed of high-quality materials, and their design/placement <br />will transform the entryway into this portion of the community; <br />c. Developing specifically targeted “potential areas of improvement;” <br />d. Creating new development that utilizes traditional neighborhood design <br />principals such as on-street parking, pedestrian friendly streetscapes, <br />and multi-storied, mixed use development; <br />e. Creating safe streets by introducing a traffic signal to the intersection of <br />8th Avenue & Old Highway 8, by adding pedestrian bump outs along <br />8th Avenue to make crossing easier and to slow down traffic, and by <br />introducing many more sidewalks and trails to the area which will <br />connect to other city destinations; <br />f. Providing a much needed mix of new market rate units, affordable <br />senior units at 60% AMI, and affordable workforce housing units also at <br />60% AMI; <br />g. Providing a new neighborhood park for this development and the <br />surrounding residents to enjoy; <br />3. The proposed Final PRD plans and final plat are in substantial compliance <br />with the approved Preliminary PRD and associated conditions of approval <br />listed in Resolution 2019-049: <br />a. The proposed final plan has not increased the approved residential <br />density within Phase I of the project; <br />b. No non-residential uses are proposed; <br />c. Open space areas are compliant with the approved Preliminary PRD; <br />d. All conditions are either met, or can be addressed moving forward via <br />further conditions placed on Final PRD approval. <br />4. The Applicant has provided proof of parking for expansion of the parking <br />lot should issues arise, and all details for such have been worked out with <br />public works. <br />5. The proposed Commencement Date of the project is identified as January <br />2020, and the proposed Compliance date is identified as July 2021. <br /> <br />Recommended <br />Conditions: <br />1. Engineering comments in the 11/15/19 Engineering Memo shall all be <br />addressed moving forward, and the City reserves the right to hold up filing <br />of the final plat and/or permits until applicable conditions are satisfied.
