Murlowski Industrial Park SUP Amendment, Site Plan Amendment, and Variance
Planning Commission Report; 4-13-20

Page 5
(cont.)

This application brought together all parties (Ramsey County, RCWD, the
Railroad, MnDOT, etc) to identify a roadway location that could geometrically
work and be approved should it ever need to be built. Issues surrounding this
potential future roadway are the ONLY matters being addressed by this
SUP/Site Plan amendment.
All parties met on March 5th to discuss various alignment options and issues to
overcome, and the result of that meeting was the following agreed upon alignment:

Outlot A, as proposed, can accommodate a roadway to serve Lot 2 of the proposed
development being reviewed concurrently with this application. If this SUP/Site
Plan amendment is approved, it will address access issue concerns that have
prevented final approval of the preliminary and final plat to date.
Beside memorializing the above roadway alignment as part of the area’s site plan,
this amendment will also update Resolution 15-038 by eliminating the
finding/requirement that the area of Outlot A be “preserved in a natural condition.”
Instead we would recommend that future construction of a public or private
roadway through Outlot A preserve existing vegetation on both sides of the
railroad tracks in as much as possible. Such a condition will address previous
concerns about screening and aesthetics while simultaneously addressing the
access concern.
Engineering has reviewed the proposed alignment, and finds it to be acceptable.
