Murlowski Industrial Park SUP Amendment, Site Plan Amendment, and Variance <br />Planning Commission Report; 4-13-20 <br /> <br /> <br />Page 5 <br />(cont.) <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> This application brought together all parties (Ramsey County, RCWD, the <br />Railroad, MnDOT, etc) to identify a roadway location that could geometrically <br />work and be approved should it ever need to be built. Issues surrounding this <br />potential future roadway are the ONLY matters being addressed by this <br />SUP/Site Plan amendment. <br /> All parties met on March 5th to discuss various alignment options and issues to <br />overcome, and the result of that meeting was the following agreed upon alignment: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Outlot A, as proposed, can accommodate a roadway to serve Lot 2 of the proposed <br />development being reviewed concurrently with this application. If this SUP/Site <br />Plan amendment is approved, it will address access issue concerns that have <br />prevented final approval of the preliminary and final plat to date. <br /> Beside memorializing the above roadway alignment as part of the area’s site plan, <br />this amendment will also update Resolution 15-038 by eliminating the <br />finding/requirement that the area of Outlot A be “preserved in a natural condition.” <br />Instead we would recommend that future construction of a public or private <br />roadway through Outlot A preserve existing vegetation on both sides of the <br />railroad tracks in as much as possible. Such a condition will address previous <br />concerns about screening and aesthetics while simultaneously addressing the <br />access concern. <br /> Engineering has reviewed the proposed alignment, and finds it to be acceptable.
