The potential area for the new road is being platted as an Outlot as no road will be <br />constructed at this time. The Outlot does preserve needed land for future road <br />connections in support of the concurrently proposed subdivision. <br /> NOTE: the current main access for the property is provided via a private roadway <br />on a 30’ strip of roadway easement across the northern lot line. The City intends <br />to maintain an interest in this 30’ easement until it is deemed to be unnecessary. <br />Should a new roadway be built through Outlot A as envisioned by this proposal, a <br />future Council could examine all facts at that time, and make a determination as to <br />whether the 30’ roadway easement was still necessary. <br /> <br />Water Systems: No changes proposed/required to water services. <br /> <br />Sanitary <br />Systems: <br /> No changes proposed/required to sewer services. <br /> <br />Storm Sewer <br />Systems: <br /> All parties have come to agreement that upgrading the existing storm sewer outlet <br />for Rush Lake must be addressed at some point, but those improvements are best <br />done at a future point in time concurrent with either new development of proposed <br />Lot 1, or when grant funding is secured for the improvement. <br /> At this time, staff is recommending the City require dedication of a formal <br />easement over the existing storm sewer to alleviate any disagreements on <br />prescriptive rights. As part of the plat, the applicants will dedicate a 40’ wide <br />easement centered upon the position of the storm pipe as built. If/when the lake <br />outlet is rebuilt and moved to a better location, this easement could be vacated. <br /> <br />Sound Wall: To date, staff has not received any complaints regarding sound on the property, or <br />the effectiveness of the latest sound wall expansion in recent years. No changes <br />needed. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> <br /> <br /> <br /> <br /> <br /> <br /> Per the City Engineer: “The preliminary plat indicates the existing 36” storm <br />sewer outlet from Rush Lake will be abandoned. If this is the case, further <br />information needs to be provided regarding the installation of new storm sewer to <br />provide an outlet from Rush Lake. A permanent drainage and utility easement <br />should also be shown over the storm sewer.” <br /> <br />
