SUP Review: Big Blue Box & A Tree Service <br />Planning Commission Report; 6-16-20 <br /> <br /> <br />Page 6 <br />Existing <br />Conditions: <br /> Previous use of the site (per aerials) appear to have concentrated on the outdoor <br />storage of large vehicles likely dating back to the 2006 approvals for Universal <br />trucking. A nonconforming use permit was reviewed and approved at that time, so <br />no further investigation of nonconformities was completed at this time. Available <br />documentation on the former use was limited due to stay-at-home orders associated <br />with COVID-19. <br /> <br />Proposed Site <br />Plan Updates: <br /> <br /> <br /> <br /> <br /> Changes to the site are proposed to be minimal with the exception of an 8’ tall fence <br />(with a gate) to be added around the A Tree Service site as needed to hide all wood <br />materials from the public view, and additional landscaping to be planted on the west <br />side of the property to screen storage of containers. <br /> The proposed A-Tree Service storage area is proposed to “include erosion/runoff <br />control logs down the length of the bank near the creek along with existing concrete <br />jersey barriers as well for the larger logs to be set against.” <br /> We do not sell anything on site, all material are resold and delivered to clients. <br /> <br />Building <br />Materials: <br /> No changes are proposed to the building. <br /> A Tree Service is proposing to use chain link fencing with slats. Chain link should <br />be black vinyl covered similar to the fencing recently erected at the former MICOM <br />site along Old Hwy 8. <br /> <br />Building <br />Height: <br /> The existing building currently conforms to the 40 foot height maximum in the I-2 <br />zoning district. Containers, if/when stacked, will not exceed two-high (≈ 17’) as a <br />condition of approval. <br /> <br />Landscaping:  Four (4) white pines are proposed to be planted to the west of the container storage <br />area to ultimately provide screening of the use from Old Highway 8. To protect <br />these trees and allow them space to grow and be established, the City’s arborist is <br />requesting that a minimum of 20’ be kept between these new plantings and the <br />storage containers. Boulders, fencing, or some other barrier agreed upon with <br />DCAD shall be placed at this minimum setback to ensure container storage does not <br />encroach into this protective area. <br /> <br />Lighting:  Lighting on the site and building shall be directed downward and be installed so as <br />to prevent direct light from being detectable at all lot lines. Lighting is also not to <br />shine directly into the public right-of-way. <br /> While no new lighting is proposed for the site, any problems with existing lighting <br />that are later identified shall be brought into compliance with code requirements.
