To ensure the success of the trees and <br />screening, the City forester suggests that the trees be planted in a staggered <br />configuration at least 15 to 20 feet apart, and that a minimum of 20’ be kept <br />between the new trees and the closest storage containers. Boulders, fencing, or <br />some other barrier agreed upon with DCAD shall be placed at this minimum <br />setback to ensure container storage does not encroach into this protective area. <br />Likewise, the aesthetic of the A Tree Service site can be enhanced by utilizing <br />black vinyl coated chain link with slats as their fencing material. <br />Provided the above conditions are followed, staff believes this criteria can be <br />met. <br />2. That the special use will not be injurious to the use and enjoyment of other <br />property in the immediate vicinity for the purposes already permitted, nor <br />substantially diminish and impair property values within the neighborhood. <br />Applicant Comment: It is compatible with the adjacent properties. Wood material <br />storage in the rear yard does not affect any of the above. Big Blue Box container <br />and chassis storage will not interfere with the neighboring properties. <br />Staff Comment: Concerns have been raised that traffic from this site has <br />periodically uses adjacent entry points and driveways on other private property for <br />completing turning movements. To avoid all issues between these sites, staff <br />would suggest that encroachments from these uses onto nearby private property be <br />strictly prohibited. As a condition of approval, the applicants are hereby put on <br />notice that if either use is documented as trespassing onto adjacent lands for any <br />purpose, such documentation may be grounds for repealing the outdoor storage <br />SUP for that particular use. Provided that condition is followed and previous <br />landscaping & fence provisions are followed, staff believes this criteria is met. <br />3. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in <br />the district. <br />Applicant Comment: All wood materials are chipped and cut off site then <br />delivered to the storage area in the rear of the property. and does not effect <br />neighboring businesses. All storage container circulation occurs only within the <br />property so it does not effect neighboring businesses. <br />Staff Comment: The proposed new outdoor storage use on this property will not <br />have any impact on the development or use of surrounding lands provided <br />previously outlined conditions are followed. Criteria met.
