11
Public Safety received notice this week from the Minnesota Bureau of Criminal
Apprehension (BCA) that our agency is now NIBRS (National Incident-Based Reporting
System)-certified having successfully demonstrated the capability to submit data in
accordance with the FBI Uniform Crime Reporting (UCR) Program and Minnesota crime
reporting standards. Office Supervisor Julie Forbord led this transition over the past
several months, which required significant changes in field-based reporting by patrol
officers and coding of criminal offenses by records staff.

Public Safety conducted its annual medical evaluations and fitness assessments for
firefighters in November. Once again, the department contracted with vendor Health
Strategies to provide these services on-site at the Public Safety Center. They are done
consistent with recommendations from the National Fire Protection Association (NFPA)
Standard on Comprehensive Occupational Medical Program for Fire Departments.

For the first time in several years, Public Safety has added to its list of neighborhood
police substations thanks to a partnership that Community Engagement Officer
Krebsbach established with the owners of the Bru House. Police officers are encouraged
to use the site for break periods and writing reports while taking advantage of the
opportunity to interact with community members. Consistent with other existing
substations in New Brighton, signage will be added to the business.

On November 13, the City of Fridley approved an agreement with the Ramsey County
Fire Chief’s Association to provide for automatic dispatch of fire resources in the event
of a confirmed structure fire. Effective January 1, 2019, New Brighton firefighters will
respond to confirmed structure fires in the City of Fridley east of Highway 65, while
Fridley firefighters will reciprocate by responding to such incidents in the northwestern
part of New Brighton.

During Public Safety’s annual alcohol compliance checks on November 20, an employee
of the Eagle’s Club sold to an underage person.

XI. RECOGNITION, NEWS AND INFORMATION

This section will include “good news” information about our public safety personnel.
This will include formal and informal recognition of the department and/or its personnel
on or off duty.

New Brighton was recently awarded 2nd place for communities our size in National
Night Out 2018. Since the year 2000, New Brighton has annually been recognized in the
top-five for communities of population 15,000-50,000.

On Tuesday, November 13, the Humphrey School of Public Affairs at the University of
Minnesota today named the Ramsey County Fire Chiefs Association as a winner of their
2018 Local Government Innovation Award. The Fire Chiefs Association Closest Unit
Dispatching (CUD) for Cities in Ramsey County brings 10 fire departments within a 170-
square-mile area together to dispatch the closest agency for response within the county’s
different combinations of highly trained full-time, part-time, volunteer and/or paid on-call
firefighters. Ramsey County’s 12 cities entered into this CUD joint powers agreement in
