o WTP 1 (2)
o DCS Building
o Well #5
o Well #6
Reconnect all Doors

Total Estimated Fees and Expenses $57,521.10

Explanation: The City requires a door access control system to manage, monitor, and audit
physical door and perimeter security for our buildings and grounds.

The City has been using the existing C*Cure 8000 system since the construction of the Public Safety
Center. There are three primary reasons for upgrading this system. First, the existing system runs
on Microsoft Windows Server 2003, which is no longer supported by Microsoft and has a large
number of known security vulnerabilities. Second, the existing system does not support modern
encryption standards for door access cards. Finally, the physical hardware for the existing system
has been experiencing an increasing frequency of failures that will eventually lead to expensive
repairs and eventual systemic collapse.

In 2019, the City began adopting a new security camera system from Avigilon to replace the
existing aging camera system at the Public Safety Center. A consideration in this project was not
only the future standardization of all camera systems with Avigilon, but also the capability of using
this vendor for our door security system as well. This project was approved; work began in the last
quarter of 2019, and will be completed in the first quarter of 2020. The work proposed in this
request is a continuation of that project to ensure standardized security implementation across
all City resources.

Costs and Funding: The funding for this project will be paid for by the IT Fund (City Hall
Improvement), Utility Enterprise and Streets Fund (PW Maintenance Facility), and Fund 206
(Water Treatment Facilities).

________________________________________
Nick Kriz
IT Administrator

Attachments:
Electro Watchman Quote
