(Barr) appreciates the opportunity to submit this proposal to provide risk and <br />resiliency assessment and emergency response planning services for the City of New Brighton’s (City’s) <br />public water system to comply with the new US EPA American Water Infrastructure Act (AWIA) of 2018 <br />requirements. We understand that the City is requesting assistance with developing the required two <br />parts of the AWIA; 1) the risk and resiliency assessment (RRA) and 2) the emergency response plan (ERP). <br />The EPA deadlines for New Brighton to complete AWIA requirements are June 30, 2021 for the RRA, and <br />December 30, 2021 (or 6 months after RRA submittal) for the ERP. <br />1.0 Proposed Scope <br />Barr’s Scope will include evaluating existing site conditions and documents, and developing and/or <br />updating the City’s RRA and ERP documents to ensure compliance with the EPA’s AWIA requirements for <br />community water systems. This Scope will require the following tasks: <br />Task 1: Develop a new Risk and Resiliency Assessment (RRA) Document <br />To create the new RRA, Barr will evaluate City’s existing vulnerability assessment (VA) document that was <br />created in the early 2000s by Barr. Barr will also review other water system planning documents (existing <br />Emergency Response Plan, Wellhead Protection Plan, and DNR Water Supply Plan). <br />Using this information and our knowledge of your water system, Barr staff (with assistance from In <br />Control) will create a preliminary list of malevolent acts and natural hazards that may pose a risk to the <br />City’s water system and draft a preliminary RRA using the EPA’s Vulnerability Self-Assessment Tool (VSAT)
