VSAT is a tool developed by the EPA to assist community water systems in developing an AWIA- <br />compliant RRA. <br />A preliminary RRA report will be delivered to the City, and Barr will meet with City staff (e.g. Director of <br />Community Assets and Development, Public Works Supervisor, water superintendent, water plant <br />operators, public safety, and IT staff) to discuss current risk concerns for water system (e.g., financial, <br />cybersecurity, distribution system, treatment plant, water source, water supply, etc.) Following this <br />meeting, Barr will further refine the RRA and submit a pre-final draft RRA to the City for review. Following <br />City review, the document will be finalized implementing any final City comments. <br />Once the RRA is finalized, the City will submit the certification form to the EPA confirming they have an <br />updated RRA that complies with the AWIA requirements. The RRA itself should not be sent to the EPA. <br />The City’s deadline for submitting certification to the EPA for their RRA is June 30, 2021. <br />Key steps, meetings and deliverables we will provide as part of Task 1 include: <br /> Step 1: Barr will review existing documents and identify potential risks and perform a resiliency <br />evaluation for malevolent acts and natural hazards <br /> Step 2: Barr will compile this information and use the identified risks to draft a preliminary RRA <br />using the EPA’s VSAT and submit the draft RRA to City <br />o Deliverable: the draft RRA (direct output of the VSAT) <br /> Step 3: Barr and City staff will meet to review draft RAA and discuss additional risks of malevolent <br />acts and natural hazards <br />o Meeting: in-person meeting and site visit <br /> Step 4: Revise RRA and deliver final RRA to City <br />o Meeting: deliver RRA and discuss EPA certification process <br />o Deliverable: final RRA <br />Task 2: Update the existing Emergency Response Plan (ERP) <br />To create an updated Emergency Response Plan (ERP), Barr will thoroughly review the City’s existing ERP <br />(last updated in 2018) and add any additional risks or recommendations identified in the new RRA as well <br />as identify what elements of the existing plan require updates to be compliant with AWIA requirements. <br />Barr will prepare an updated ERP draft based on the 2018 ERP. <br />A draft ERP will be delivered to the City, and Barr will again meet with City staff to the plan. Following this <br />meeting, Barr will further refine the ERP and submit a pre-final draft to the City for review. Following City <br />review, the document will be finalized implementing any final City comments.
