Mr. Eric Volk
Re: Proposal for EPA AWIA Requirements for Risk and Resiliency Assessment and Emergency Response Plan
February 3, 2020
Page 3
\\barr.com\Administration\Business Units\ED\Proposals\2019\P534.19 City of New Brighton EPA AWIA Plan\Barr-Proposal_EPA AWIA Requirements_20200203.docx
The ERP will provide recommendations for how to communicate the information found within the ERP
with local, regional, and state-level response services and agencies. In addition, Barr will provide
recommendations on how to train City staff on ERP procedures, so the City is well prepared for
responding to emergencies.
Once the ERP is finalized, the City will submit the certification form to the EPA confirming they have an
updated ERP that complies with the AWIA requirements. Again, the ERP itself should not be sent to the
EPA. The City’s deadline for submitting certification to the EPA for their ERP is December 31, 2021 or six
months after certifying the RRA, whichever occurs first.
Key steps, meetings and deliverables we will provide as part of Task 2 include:
Step 1: Barr will conduct a review of the existing ERP, and identify where updates need to be
made and if new risks need to be identified and planned for.
Step 2: Barr will update the existing ERP to be in compliance with AWIA requirements and add
any additional risks identified in the RRA and submit a draft ERP to the City
o Deliverable: the draft ERP
Step 3: Barr and the City will meet to discuss draft ERP and discuss emergency response actions
for newly-identified risks, which will be implemented into the final ERP.
o Meeting: in-person meeting and site visit
Step 4: Revise ERP and deliver final RRA to City
o Meeting: deliver ERP and discuss EPA certification process
o Deliverable: final ERP
o Deliverable: communication and training recommendations
Once the ERP is certified, the City will meet AWIA requirements.
2.0 Additional Scope Items (not included in base proposal)
2.1 Capital Improvement Cost Estimates
There is a portion of the VSAT tool that is optional and is not required to be completed for cities to
comply with AWIA. This portion of the tool provides analysis on how to improve resiliency to identified
risks. This analysis includes potential solutions and cost estimates for improvement projects, and can be
used for future budgeting and planning purposes. If the City is interested in using this portion of the tool,
Barr can evaluate whether proposed improvements would qualify for funding using Fund 206, or if the
improvements should be funded by the City. Barr can utilize the VSAT and perform this additional Scope
for an additional $3,000.
Meetings: One in-person meeting to discuss risk-reduction projects that will improve resiliency
