(“Kimley-Horn” or “Consultant”) is pleased to submit this Professional <br />Services Agreement to the City of New Brighton (“Client”) for the Old Highway 8 And 8th Avenue NW <br />Preliminary and Final Design Services. Our project understanding, scope of services, schedule, and <br />estimated fee are provided below. <br /> <br />Project Understanding <br /> <br />We understand that the City is planning for the development of an apartment complex, senior living <br />facility, and townhome development adjacent to the Old Highway 8 and 8th Avenue NW intersection. <br />As part of the redevelopment scenario, the City is considering improvements to the intersection and <br />surrounding roadways to accommodate projected traffic needs and improve pedestrian and bike <br />connectivity. As part of any improvements, the City wants to evaluate future improvements planned for <br />the area including the conversion of Old Highway 8 from the current 5-lane section to a 3-lane section. <br />and the extension of 8th Ave. NW south to 5th Street NW. <br /> <br />The City of New Brighton would like to complete the preliminary design for the following improvements <br />within the preliminary design study area: <br /> <br /> Reconstruction of Old Highway 8 from 5th Street NW to 5th Avenue NW converting to a 3-lane <br />section. <br /> Extension of 8th Avenue NW from Old Highway 8 to 5th Street NW within existing City property. <br /> Identification of a typical section for the Old Highway 8 railroad bridge between 5th Avenue NW <br />and 8th Avenue NW. <br /> <br />The City of New Brighton would like to complete final construction plans for intersection improvements <br />at the Old Highway 8 and 8th Avenue intersection to support the planned redevelopment in the area. <br />The proposed intersection improvements include: <br /> <br /> Reconstruction of the Old Highway 8 and 8th Avenue NW intersection including construction of <br />a traffic signal. <br /> Reconstruction of Old Highway 8 and 8th Avenue NW roadways to the extent necessary to <br />transition the intersection geometry into the existing roadway sections of Old Highway 8 and <br />8th Avenue NW. <br /> Construction of concrete sidewalks to improve connectivity along and across Old Highway 8. <br /> Stormwater BMP improvements to meet NPDES and RCWD treatment requirements.
