Page 2 <br />kimley-horn.com 767 Eustis Street, Suite 100, Saint Paul, MN 55114 651 645 4197 <br /> <br />Scope of Services <br /> <br />Based on our understanding of the City’s desired outcomes, Kimley-Horn proposes to complete the <br />services specifically set forth below. <br /> <br />Task 1 – Preparation of Preliminary Layout <br /> <br />Compile base map and existing background information <br />Kimley-Horn will compile existing GIS mapping information and the topographic survey as <br />provided by the City to generate a base map for the purposes of the preliminary design <br />layout. We have assumed the City will obtain topographic survey for the area within the <br />preliminary design limits to guide the preliminary and final design phases. <br /> <br />Prepare preliminary layout <br />Kimley-Horn will prepare a preliminary plan and profile layout of Old Highway 8 and 8th <br />Avenue within the preliminary design study limits. We have assumed that development of the <br />preliminary layout will utilize available traffic data, State Aid roadway design standards <br />(including complete streets standards as necessary), and direct input from City staff. We <br />have assumed existing and future ADT’s and turning movement counts can be provided <br />through existing documentation available from the City Comprehensive Plan and MnDOT <br />work associated with the 35W Managed Lanes project. We have assumed that the <br />preliminary layout will identify the following improvements: <br /> <br /> Proposed roadway geometry including plan and profile information <br /> Roadway typical sections <br /> Construction limits <br /> Identification of preliminary right-of-way acquisition needs <br /> <br />We have assumed that one (1) round of review and comment by the City and/or County on <br />the preliminary layout will occur prior to completing the finalized preliminary layout. We will <br />document comments provided and design decisions as part of the final preliminary layout. <br /> <br />Task 2 – Preliminary Engineering Report <br /> <br />We will prepare a preliminary engineering report documenting the proposed improvements at <br />the Old Highway 8 and 8th Avenue NW intersection proposed to move forward into final <br />design and construction. The report will include a preliminary engineer’s estimate of <br />probable construction costs and document the City’s funding plan including the cost-share <br />with Ramsey County. We will revise the report based on input and comments received from <br />City staff. We have assumed the City will not assess for the proposed improvements. <br /> <br />Task 3 – Geotechnical Borings and Report <br /> <br />Kimley-Horn will hire a sub-consultant, Braun Intertec, to complete geotechnical borings and <br />prepare a geotechnical report for the proposed roadway and stormwater improvements. We <br />have assumed up to five (5) roadway borings, up to 10 feet in depth each, and four (4) <br />stormwater borings, up to 15 feet in depth each, may be required for the proposed <br />improvements. Piezometers will also be installed at any ponding location (assumed up to 2) <br />to identify a design infiltration rate for any stormwater BMP. The geotechnical report will
