Task 4 – Old Highway 8 and 8th Avenue Traffic Analysis Kimley-Horn will perform a traffic analysis for the intersection of Old Highway 8 and 8th Avenue NW. The traffic analysis will utilize existing intersection turning movement counts that were collected before the construction of the I-35W MnPASS Project started. Historical crash data available on the Minnesota Crash Mapping Analysis Tool will be reviewed at the intersection. The AM and PM peak hours will be modeled using Synchro/SimTraffic software for the Existing 2019 Conditions, 2040 Background Conditions and 2040 Build Conditions. The analysis results and crash data will be reviewed to recommend intersection configuration at the intersection of Old Highway 8 and 8th Avenue NW, consideration will be given for the potential four-lane to three-lane conversion. A memorandum summarizing the findings of the analysis will be prepared and included as an appendix to the preliminary engineering report. In addition to the memorandum, a Signal Justification Report will be prepared for the intersection of Old Highway 8 and 8th Avenue NW. Task 5 – Final Construction Plans and Specifications Preparation of Final Construction Documents We will prepare final construction plans that include plan and profile information for the roadway, sidewalks, storm sewer/BMP, and traffic signal system improvements. The plans will be prepared consistent with State Aid standards. We have assumed the following plan sheets will be necessary:  Cover Sheet  Statement of Estimated Quantities  Typical Sections and Details  Alignment Plan  Staging/Traffic Control  Removals and Erosion Control  Street and Storm Sewer Plan/Profile  Stormwater BMP Grading/Details Plan  Traffic Signal Plans  Cross Sections (50’ Intervals and all Driveways) We will provide the City plans at 60% and 95% completion for review and comment. Comments will be addressed in the subsequent submittal. We have assumed submittal to State Aid will occur at the 95% completion level. Final construction plans will be completed following comments from State Aid, County, and City staff on the 95% plans and specifications. Detailed Bid Items and Quantities Upon completion of final design, we will provide the City detailed quantities and bid items for the Old Highway 8 and 8th Avenue NW Intersection Improvements. Bid items and quantities will be provided to the City of New Brighton for inclusion in their bidding documents.
