Murlowski Industrial Park Preliminary & Final Plat, SUP & Site Plan Amendment, and Variance <br />City Council Report; 4-28-20 <br /> <br /> <br />Page 5 <br />GENERAL DEVELOPMENT REVIEW <br />Lots and <br />Blocks: <br /> The new plat will not visually change the boundaries between lots (the only real <br />change will be to the legal descriptions of the both lots to ensure they are consistent <br />with one another and consistent with adjacent property descriptions. No concerns. <br /> <br />Access:  Because the applicants are proposing to plat two lots instead of one, staff must focus <br />on ROW dedications that may be necessary to protect access to these and future lots. <br />As part of the initial Preliminary Plat review in January 2020, both staff and the <br />Planning Commission determined the plat could only move forward if the applicants <br />were willing to dedicate an additional 30’ of ROW across the northern boundary of <br />Lot 1, or could provide evidence that secondary roadway access to Lot 2 was possible. <br />The applicants were unwilling to dedicate the additional ROW, and instead initiated a <br />process to show proposed Lot 2 could gain access to Old Highway 8 absent Lot 1. The <br />SUP, Site Plan, and Variance portion of this report (pages 8 – 13) shows how the <br />applicant’s successfully overcame this issue, and why access is no longer a factor that <br />should hold up plat approval. <br /> <br />Building <br />Locations: <br /> No new buildings are proposed. <br /> <br />Building <br />Heights: <br /> Building heights will not be changing as a result of this application. <br /> <br />Building <br />Materials: <br /> Building materials will not be changing as a result of this application. <br /> <br />Future parcel <br />development: <br /> The proposed plat would clean up existing legal descriptions to prepare the land for <br />future development or sale. At the very least, Lot 2 will come back before the City <br />in the future for likely further development, and additional ROW, easements, etc can <br />be established at that time. <br /> <br />Adjacent parcel <br />dev: <br /> All surrounding land is currently developed. The proposed plat will ostensibly <br />improve the situation of surrounding properties as overlapping legal descriptions will <br />now be rectified, and all property line disputes eliminated. <br /> <br />Easements: <br /> <br /> <br /> Drainage and utility easements (or others), as required by the City Engineer, shall be <br />provided.
