6
with smoke needing to be ventilated from the building. Allina paramedics evaluated two
residents for smoke inhalation.

Public Safety responded to two incidents of visible smoke on February 18 but thankfully
found that neither was an actual fire. In the morning, a passerby reported smoke in the
area of Silver Lake Road and Silver Lake but responders found that HVAC units on some
area businesses were functioning normally and producing the hazy atmosphere. That
night, smoke was reported coming from one of the 7th Street NW apartment buildings
but it was found to be a dryer vent exhausting to the outside.

Officers responded to the parking lot of Highview Middle School shortly before 4 pm on
February 20 and found a female resident of the 7th Street NW apartments who had fled
her residence after her vehicle tire had been slashed and she and her father had been
threatened by her boyfriend with a knife. Officers spoke by telephone with the suspect
who was no longer at the apartment and he agreed to meet officers at the Public Safety
Center but he never showed up to make a statement. A pick-up-and-hold was issued on
the suspect for charges of Second Degree Assault.

On February 20 at 5:45 pm, officers responded to the Shell gas station on County Road D
to check the welfare of an intoxicated female who was asking for help. She was located
across the street at the Speedway gas station in the driver’s seat of a vehicle that she had
just stolen. The female ignored verbal commands and drove away. Officers did not
pursue due to road conditions. Saint Anthony PD soon located the vehicle crashed in a
snow bank at Old Highway 8 and Highway 88. The suspect was arrested for DWI and
motor vehicle theft. Her breath alcohol concentration measured .18.

On February 21, squads were dispatched on an 8 year old in seizure. Upon our arrival,
squads learned the 8 year old from Forest Lake was in a taxi being taken to a school in
Minneapolis. Allina medics responded. The squads were not able to locate the mother so
the child was transported to the hospital via the Allina ambulance. Eventually, the
mother was contacted and advised of the situation.

On February 21, School Resource Officer Slack received information of a student that
was suicidal. The student was believed to be at an address in Minneapolis. Minneapolis
Police located the student and discovered they had taken numerous unknown pills. He
was taken to the hospital for an evaluation.

On February 22 around 8 am, Officers responding to a report of a vehicle off the roadway
on County Road E @ 12th Avenue NW and a person possibly ejected found an
unoccupied Chevrolet Tahoe buried in the snow bank and a hockey equipment bag on the
sidewalk next to the vehicle. The 911 caller had mistaken the bag for a person. The
vehicle was a reported stolen from the City of Saint Paul.

On February 23 shortly before 6 am, firefighters responded to a residential structure fire
in Fridley. The fire was extremely challenging for crews given that it was a “hoarder
house” which made locating and extinguishing the fire nearly impossible. Nine fire
departments eventually responded on mutual-aid to assist. Heavy-equipment was also
called-in to assist with tearing apart the structure and removing contents from the house
to fully extinguish the fire. Nobody was home at the time of the fire.
