8 <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our policies. <br /> <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. TRAFFIC SAFETY <br /> <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br /> <br />Just after midnight on February 2, Officer Amberg stopped a vehicle for multiple moving <br />violations and observed drug paraphernalia in plain view inside the vehicle. The driver <br />failed field sobriety tests. A search warrant was written and a urine sample obtained. <br />1.66 grams of methamphetamine and .23 grams of heroin were seized. The driver was <br />booked for the drug possession offenses at the Ramsey County Jail. <br /> <br />Officer Craig stopped a vehicle for moving violations and driving without headlights <br />around 10 pm on February 5 and found that the driver was impaired. He failed field <br />sobriety tests and had a reported breath alcohol concentration of .16. Due to a prior DWI <br />and his level of intoxication, he was charged with 2nd Degree DWI and booked at the <br />Ramsey County Jail. His vehicle was towed and held for forfeiture. <br /> <br />Around 3 am on February 6, Officer Kostohryz observed a suspicious vehicle parked in <br />the lot of a closed business, with periodic puffs of smoke coming from various windows <br />on the car. Upon stopping the vehicle as it left, he observed drug paraphernalia in plain <br />view, and detected the odor of marijuana and alcohol inside the car. The driver <br />consented to field sobriety tests and showed several signs of impairment. Her breath <br />alcohol concentration measured .08 and she was booked at the Ramsey County Jail for <br />4th Degree DWI.
