9 <br /> <br />After one of the major snowstorms, nearly 40 parking citations were issued for vehicles <br />left parked on the roadway in violation of the time-limit parking ordinance and/or before <br />the streets were plowed to the curb line. A few vehicles that had been parked in excess of <br />48-hours were also towed from City streets. <br /> <br />On February 8 around 3:15 pm, Officer Boyd observed a vehicle traveling 42 mph in a 30 <br />mph zone on Long Lake Road near 13th Street NW. The driver then rear-ended a vehicle <br />that was stopped for a school bus stop arm. Nobody was injured in the crash. The <br />suspect driver was found to be intoxicated. The 30-year-old Mounds View resident had a <br />breath alcohol concentration of .27 and he was booked at the Ramsey County Jail for 3rd <br />Degree DWI. <br /> <br />Officer Kostohryz stopped a vehicle shortly before 2 am on February 14 after observing <br />the passenger throw a lit cigarette out of the window, along with moving and equipment <br />violations. The passenger was found to have an active felony warrant and was arrested. <br />The driver displayed signs of drug impairment and was arrested for DWI. A search <br />warrant was written and a blood sample obtained. Both the driver and passenger were <br />booked at the Ramsey County Jail. <br /> <br />The night shift on February 15 made three separate arrests where the drivers were <br />arrested and booked for gross misdemeanor offenses of 3rd Degree DWI. First, PSO <br />Cameron observed a suspicious vehicle that Officer Wodnick stopped. The driver had a <br />breath alcohol concentration (BAC) of .13 and he had an infant in the back seat. Next, <br />Officer Amberg stopped a driver for speed and found the driver to be intoxicated with a <br />BAC of .11 with previous alcohol-related driving offenses. Finally, Officer Amberg <br />stopped another driver for multiple moving violations and found the driver to have a <br />BAC of .22. <br /> <br />Around 9:30 pm on February 16, a security officer at Garden View Apartments reported <br />an intoxicated male was looking for his vehicle. Officer Amberg located the subject <br />driving through the parking lot. The driver was found to have a breath alcohol <br />concentration of .20 and in possession of cocaine while being searched upon arrest. He <br />was booked at the Ramsey County Jail for the offenses. <br /> <br />The Roseville Police Department hosted the TZD Hi-Viz DWI Saturation on February <br />16, 2019 from 7 p.m. to 3 a.m. Ten over-time funded and six volunteer reserve officers <br />produced the following: <br /> <br />• 103 traffic stops <br />• 12 people taken to jail <br />• 11 DWI arrests <br />• 10 drivers cited for DAR/DAS <br />• 13 vehicles towed <br /> <br />The weather finally cooperated and business was brisk. Eight of the officers working the <br />detail were able to get at least one impaired driver off of the road. <br /> <br />The evening got off to an early start with the first DWI arrest taking place at 2010 hours
