10 <br />when a St. Paul PD officer stopped a vehicle for defective tail lights. The driver told the <br />officer that they were “not that drunk.” The DMT disagreed and the driver was booked <br />on 4th degree DWI (.10 BrAC). A short time later the same St. Paul PD Officer noticed <br />an impaired individual ignore the advice (and physical attempts) of friends to prevent him <br />from getting behind the wheel. The driver realized his error in judgement, all too late, and <br />was arrested for 4th degree DWI (.15 BAC). The same St. Paul PD Officer completed his <br />“hat trick” for the evening when he stopped a driver who guessed his level of impairment <br />(on a scale of 1-10) as a “1.” Once again the DMT disagreed (.14 BAC) with the guess <br />and the driver was booked on 3rd degree DWI (due to a previous DWI conviction w/in 10 <br />years). Another St. Paul PD Officer arrested two people for 4th degree DWI during the <br />detail. <br /> <br />Officer Kostohryz stopped a vehicle in the Lakeside Community around 11:30 pm on <br />February 18 and found that the driver showed multiple signs of impairment but no <br />alcohol concentration on a preliminary breath test. The driver was arrested for DWI and <br />found to have suspected methamphetamine in her purse. A search warrant was written <br />and a blood sample obtained. She was booked at the Ramsey County Jail for possession <br />of control substance and 4th Degree DWI, along with other related offenses. <br /> <br />Around 1 am on February 20, Officer Kostohryz stopped a vehicle for speeding and <br />failure to maintain lane. The driver displayed signs of impairment and his license status <br />was revoked, with 22 failure to appears in last five years. He was arrested and <br />transported to the Public Safety Center for a Drug Recognition Evaluation. The driver <br />was determined to be under the influence of a central nervous system (CNS) stimulant. A <br />search warrant was written and a blood sample obtained. The driver was booked at the <br />Ramsey County Jail for 4th Degree DWI and Driving After Revocation. <br /> <br />Two times during his patrol shift on February 28, Officer Kostohryz cited the same driver <br />for operating a motor vehicle with a revoked license status. The first time, she was <br />stopped near I-35W and County Road H around 10 pm and her vehicle was not towed. <br />The second time, she was stopped on County Road D near Highcrest Road and again <br />cited for driving after revocation. One of her passengers was also cited for underage <br />consumption. This time, the vehicle was towed to prevent further criminal activity. <br /> <br /> <br />IV.
