4 <br />On March 11, officers responded to a residence in the 1100 block of Cessna Drive after a <br />family member was unable to reach the resident via phone and found him deceased inside <br />the house. The Ramsey County Medical Examiner released the body to the funeral home. <br /> <br />On March 11, Public Safety responded to a residence on County Road E for a reported <br />carbon monoxide detector alarming and the resident not feeling well. Crews found a <br />measureable amount of CO inside the house. Xcel Energy determined that improper <br />ventilation of the stove was the source of the problem. <br /> <br />On March 12, the owner of Limu Coffee reported evidence of an overnight burglary after <br />finding that the tip jar was broken and other signs that someone had been inside the <br />business. Follow-up investigation with Donatelle Plastics obtained video surveillance of <br />a possible suspect vehicle parking in their lot and a suspect walking across the street <br />toward Limu Coffee and then soon running back. The suspect fled in the vehicle from <br />the area. <br /> <br />On March 13, squads were dispatched to an elderly female that was unconscious and not <br />breathing. Squads arrived with Allina and took over CPR from family. A pulse was <br />brought back as family provided the DNR orders. The female was transported to Abbot <br />by Allina. <br /> <br />Shortly before 8 pm on March 13, officers responded to a residence in the 2700 block of <br />14th Street NW on report of a 40 year-old male having difficulty breathing. Officers <br />assisted Allina paramedics with moving the patient to the ambulance and were cleared <br />from the scene. A short time later, they were summoned back after the victim had <br />become unresponsive and stopped breathing. They assisted paramedics before the patient <br />was transported to the hospital. <br /> <br />On March 14, an employee leaving work from a business on Old Highway 8 drove off <br />the roadway near Rush Lake. The driver apparently passed out after suffering a coughing <br />attack. He was evaluated by Allina paramedics. Freeway Towing worked to remove the <br />vehicle. <br /> <br />On March 15, squads assisted Metro Transit Police with a male who was possibly <br />overdosing at a bus stop. Upon arrival, the medics advised the male fled the area as soon <br />as he saw their emergency lights. The male was located and stated he had been drinking <br />even though a breath test revealed no alcohol in the system. The male was under the <br />influence of a narcotic (restricted pupils, poor coordination, slurred speech, blood on arm <br />and track marks). The male denied narcotic use and declined medical attention. The <br />party was detained and searched. He was ultimately provided a courtesy transport home. <br /> <br />Around 8:30 pm on March 17, officers responded to a residence on Morris Street in the <br />Oak Grove Mobile Home Park on report of a domestic assault. The female victim had <br />fled from the residence. The 23-year-old suspect had an active felony warrant for <br />Terroristic Threats and locked himself inside the trailer, threatening to “blow it up.” <br />Firefighters were called to stand-by. A perimeter was established with officers/deputies <br />from Saint Anthony, Mounds View, and Ramsey County. Negotiators from Roseville <br />and White Bear Lake also responded. After nearly an hour of verbal communication with <br />the suspect, officers witnessed smoke and flames coming from the residence. Water was
