6 <br />On March 23 around 3:30 am, several 911 callers reported a female under dressed for the <br />weather and stumbling in traffic near Highway 96 and I-35W. The female was swearing <br />and refused to follow verbal commands, yelling at officers to shoot her. She was taken <br />into custody and booked at the Ramsey County Jail for public intoxication and <br />obstructing the legal process. <br /> <br />Shortly after 3 am on March 24, officers located an intoxicated male near 5th Street NW <br />and Silver Lake Road who had fallen off his push-scooter while riding to a friend’s <br />house. The victim had road-rash on his face and an unbroken bottle of Captain Morgan <br />in his pocket. Meanwhile, officers and Allina paramedics found an intoxicated female <br />down on the sidewalk nearby. Her Uber driver had apparently dropped her off on 5th <br />Street NW in New Brighton instead of 5th Street NE in Minneapolis. Allina evaluated <br />both but did not transport either. Officers gave them rides home. <br /> <br />On March 24 around 9:30 pm, Officer Kostohryz assisted Saint Anthony Police with a <br />blood draw on a DWI arrest. An evidentiary sample was taken with a search warrant. <br /> <br />Officers responded five times over the weekend to a unit at 2287 Palmer Drive for lift- <br />assists involving a 260-pound resident. The resident claimed he was to be receiving a <br />lift-assist chair and other equipment this coming week. He refused to go to the hospital, <br />stating that he has been hospitalized and in rehabilitation for past months and was sick of <br />it. The Community Engagement Officer is following-up. <br /> <br />On March 26, officers responded to a medical at a residence on 10th Avenue NW around <br />2:30 am. The medical involved a 65-year-old male having chest pains. Once in the <br />ambulance, the patient required manual compressions and defibrillation while still <br />conscious. He arrived at the hospital with a pulse and was talking with medical staff. <br /> <br />Public Safety responded to two vehicle fires involving small fires in the engine <br />compartment this week. On March 24 at 1 pm, they extinguished flames underneath the <br />hood of a vehicle on I-694 east of Silver Lake Road. On March 26 shortly after 10 pm, <br />they responded to a vehicle fire at the pumps of the On the Run gas station at 201 5th <br />Street NW. The owner and others pushed the vehicle away from the pumps and used a <br />fire extinguisher prior to the arrival of firefighters. <br /> <br />On March 29, officers responded to a residence on Walnut Court North around 1:30 am <br />for a report of a dog howling in the backyard for hours. The caller advised that the <br />homeowners were out of town but that somebody was to be watching the dog. Upon <br />arrival, officers observed a male unconscious on the floor inside the residence. They <br />gained entry to the house and awoke the extremely intoxicated male who was to be <br />housesitting. They noted empty beer cans strewn throughout the house. His breath <br />alcohol concentration measured .28 and he was transported to the hospital for evaluation. <br />The dog was secured inside the residence and a relative notified of the incident. <br /> <br />Around 2:30 am on March 29, Officer Kostohryz responded to assist a lone State Trooper <br />who was in pursuit of a vehicle traveling southbound in the northbound lanes of I-35W <br />near County Road E-2. Officer Kostohryz paralleled the pursuit in the southbound lanes <br />until the Trooper performed a PIT maneuver to intentionally spin-out the vehicle.
