9
On 03/17/2019, ten over-time funded and five volunteer reserve officers produced the
following:

• 142 traffic stops
• 11 people taken to jail
• 3 DWI arrests
• 23 drivers cited for DAR/DAS/DAC
• 3 vehicles towed

The streets were a little less crowded for the “official” St. Patrick’s Day, but everyone
still had a productive night. It is worth pointing out that over 16% of the drivers that we
stopped were operating a vehicle on a Revoked, Suspended, or Cancelled license.
Now…on to the notables:
• A St. Anthony Officer was not satisfied with some of the answers that he received from
a suspect during a warrant arrest (one of two that he made during the detail). His
persistence paid off…and led to the discovery of an unreported burglary in a different
Ramsey County community.
• A St. Paul Officer made a Felony warrant arrest and 3rd degree DWI arrest (0.18 BrAC)
during the detail.
• A Ramsey County Deputy cited 5 drivers for DAR/DAS/DAC, arrested one for GM
DAC-IPS, and finished the evening with a 4th degree DWI (0.15 BrAC).

On March 1 around 2 am, Officer Kostohryz stopped a vehicle for lane use and
equipment violations. The driver displayed signs of impairment and failed field sobriety
tests. He was arrested for DWI and provided an evidentiary breath sample of .20. He
was booked at the Ramsey County Jail for 2nd Degree DWI due to the high test and a
previous alcohol-related conviction.

On March 8 around 10:30 pm, Officer Craig stopped a vehicle near Mounds View High
School after witnessing the driver pass him traveling 50 mph in a posted 30 zone on 10th
Street NW @ Old Highway 8 NW. The driver showed signs of impairment and failed
field sobriety tests. She provided an evidentiary breath sample of .18 and was booked at
the Ramsey County Jail for 2nd Degree DWI due to two previous alcohol-related driving
convictions.

Around 11:30 pm on March 8, Officer Kostohryz observed a male who appeared to be
sleeping in the driver’s seat of a running vehicle that was illegally parked in a posted
zone at the Fountain Terrace Apartments. The driver was awoken and showed signs of
impairment. He failed field sobriety tests and was arrested for DWI. His breath alcohol
concentration measured .13 and he was booked at the Ramsey County Jail for 3rd Degree
DWI due to one prior DWI conviction.

On March 13, a traffic stop was conducted on a vehicle for an illegal u turn and
displaying an expired registration. The driver displayed signs of impairment and a smell
of alcohol was coming from the vehicle. The diver initially consented to some field
sobriety tests but then refused additional tests and refused a preliminary breath test. The
driver was arrested for DWI. He agreed to provide a breath test which revealed a BAC of
.14. The driver was cited for 4th Degree DWI and booked at the Ramsey County LEC.
