7
II. USE OF FORCE BY POLICE OFFICERS

It is the policy of the New Brighton Department of Public Safety that officers exert no
more force than is reasonably necessary in the discharge of their licensed duty, and that
the use of deadly force is consistent with the law, training and our general orders.

This section contains summary data of the use of force used by our police officers. A
Police Use of Force Report is completed by officers each time force or restraint is used in
the performance of their duties. This does not include the use of handcuffs during an
arrest or detention situation. Each Police Use of Force Report is reviewed by patrol
supervisors to ensure compliance with New Brighton’s Use of Force Policy.

YEAR MONTH YEAR TO DATE
2019 5 42
2018 6 24
2017 4 28
2016 1 23
2015 2 21
2014 8 42

III. These dates are mandatory because we are
(unfortunately) one of the “13 Deadliest Counties” (the counties that have the most traffic
fatalities) in Minnesota. Seven over-time funded officers and four volunteer Reserve
Officers produced the following:

• 95 traffic stops
• 8 people taken to jail
• 5 DWI arrests
• 11 drivers cited for DAR/DAS/DAC
• 6 vehicles towed

The North St. Paul Police Department hosted the TZD Hi-Viz DWI Saturation on
Saturday, July 20, 2019 from 7 pm to 3 am.
